Definition
Under the general direction of the Free Venture Private Industry Program Administrator, the Specialist provides the expertise in private business necessary to secure participation in the program; assists in planning, organizing, developing, and coordinating the Free Venture-Private Industry Program for the Department of the Youth Authority on a statewide basis; and does other related work.
Typical Tasks
Identifies privately-owned companies which may be prospective clients to enter into a cooperative venture with the Youth Authority; develops strategies for contacting prospective clients; assesses the stability and future of companies to determine the potential for successful participation in the Free Venture-Private Industry Program; develops and implements effective methods of initiating contacts with the management of identified privately owned companies; represents the department at meetings with business organizations to provide information on and stimulate interest in the Free Venture-Private Industry Program; organizes and coordinates followup contacts with interested companies; during the initial introduction of private industry into the institution, will have primary responsibility for setting up and conducting site visitation and the initial meeting with the superintendent; assists in coordinating the developed plan with the superintendent and executive staff; assists the Free Venture-Private Industry Program Administrator in preliminary contract negotiations on the cooperative venture; assists the Free Venture-Private Industry Administrator by serving as liaison between the company and the institution to coordinate company orientation on safety, security and other elements of the program; coordinates Federal Compliance issues with the appropriate State agencies by developing and maintaining a workable system; coordinates ward job placement with the Parole Services Branch and the appropriate State, Federal and private organizations; assists in developing written agreements, proposals, and recommended policies for the standardized administration of the Free Venture-Private Industry Program; and assists in developing recommended policies and procedures related to the Federal regulations on certified exemption to the prohibition of interstate commerce.
Minimum Qualifications
Either I
One year of experience planning, organizing, developing, and coordinating a cooperative program for the manufacture of a product between a private industry and a correctional institution.
Or II
Experience: Three years of experience at the managerial level of a large retail sales organization with responsibility for directing operations, sales, and management. This experience must include (1) budget formulation, sales projections and personnel recruiting and training; (2) corporate needs assessment, marketing strategies and corporate problem solving; and (3) interfacing with corporate representative, merchants and professional business associations. (Graduate work in business administration or public administration may be substituted for not more than one year of the required experience on a year-for-year basis.) and
Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for not more than two years of the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: Corporate or business operations, marketing strategies, public relations, sales projections, operational expenses, personnel, and training costs; techniques which would provide for gaining access to chief executive officers, senior partners, and owners of business organizations; principles and methods used in expending and promoting new business opportunities; purposes and management practices and problems of a corporate organization; interrelationships and practices of inter and intrabusiness communication; laws and regulations governing private business; business organizations, professional organizations, and State and local chambers; Federal Interstate Commerce Regulations.
Ability to: Communicate effectively with corporate executives; establish program support from private industry, business, trade associations, unions and professional business organizations; plan, organize, and direct the work of others; recognize the benefits of support groups and develop strategies to utilize their services in promoting the Free Venture-Private Industry Program; establish and maintain cooperative working relations with officials, staff members, public, and private agencies, and professional groups; write effectively; analyze situations and take appropriate actions; think and act quickly in emergency and sensitive situations.
