Human Resources Manual
CalHR's Human Resources (HR) Manual is now live.
Before the launch of the HR Manual on November 30, 2016, CalHR used Policy Management Liaison Memos (PMLs) to tell state departments and agencies about new policies, procedures, and to provide other important information.
The 1,800 PMLs available on this web page have been superseded by the policy statements in the HR Manual. The PMLs that contained active policy were used as the basis of these policy statements. The policy statements in the HR Manual are CalHR’s current policy.
New policies and updates to existing policies will be released in the HR Manual and an email will be sent to the PML subscription list. This email will contain a link to the policy statement and will also include a description of changes.
During the transition from PMLs to the policy statements contained in the HR Manual, all PMLs will continue to be available on this page. At the end of the transition, CalHR will notify departments. PMLs not linked to active policy will then be archived.
Laws, rules, policies, and bargaining unit contracts govern most personnel and labor issues. Please contact your HR office if you have any questions about CalHR policy.
