This communication invites tribal consultation with interested parties and is made pursuant to the
CalHR Tribal Consultation Policy. We respectfully request that you contact us at your earliest convenience if you desire consultation, and before
December 10, 2018, if at all possible. We need to prepare the classification proposal package for the State Personnel Board by December 14, 2018, and need time to include all comments.
Chaplain Consolidation Proposal. The California Department of Human Resources (CalHR) plans to submit a classification proposal to the State Personnel Board in January that will affect the following classifications: Muslim Chaplain (class code 9768), Muslim Chaplain (Intermittent) (class code 9769), Native American Spiritual Leader (class code 9912), Native American Spiritual Leader (Intermittent) (class code 9913), Catholic Chaplain (class code 9916), Jewish Chaplain (class code 9919), Jewish Chaplain (Intermittent) (class code 9920), and Protestant Chaplain (class code 9922).
This classification proposal proposes to: establish a new broadly defined Chaplain Series, consisting of a Chaplain I and Chaplain II; reallocate incumbents from the existing Chaplain and Native American Spiritual Leader classifications into the proposed new Chaplain I classification; and thereafter abolish the current classifications.

Statewide Training Announcement
Billing Process Update
This message is to inform you of upcoming changes to CalHR Statewide Training Center's (STC) billing process. Since the reinstatement of the STC, CalHR has seen enormous growth in the training service provided to state employees. From 2012 to 2018, the STC has seen an annual increase in program registrations from 2,500 to 22,000, which represents a yearly growth average of over 146 percent. So CalHR's STC can continue to keep pace with the increasing demand and provide support to the state's learning community, the current billing process must be amended.
Effective November 1, 2018, CalHR's STC will require either an executed contract for services offered through the STC, or have received payment 10 business days prior to the start of the class. If payment is not received in accordance with our new process, then the student(s) will be removed from the class. Please note, the invoice / purchase order option will no longer be a valid payment option and will be removed from our registration system on November 1, 2018. The schedule for payments going forward from November 1, 2018 will be as follows:
Contract: You must have an active valid contract with CalHR. The cost will be billed through your department's consolidated contract or a separate inter-agency agreement. Invoices will still be sent for contracts.
CalCard: Will be processed by CalHR 10 or more business days in advance of class start date via phone call from our accounting office. Invoices will still be sent for CalCard.
Checks: Must be received by CalHR at least 10 business days in advance of class start date with either an attached copy of the training class confirmation email or handwritten employee(s) name, class title, and confirmation # (from email) on the front of the check.

For those departments that don't already have an executed contract for services offered through CalHR STC, you may utilize the attached contract template to streamline the registration process and/or contact us for additional support.
To accommodate the process, class registrations will be closed 10 business days prior to the course start date. The time to approve registration will also be reduced from five calendar days (120 hours) to three calendars days (72 hours) to allow flexibility for any needed cancellation.
