Scope

This series specification describes four classes in the Commission on Peace Officer Standards and Training (POST) which are used to consult and advise law enforcement agencies and institutions of higher learning on the establishment and implementation of productive police education and training programs, and to give general consultation to law enforcement agencies in the various phases of their operations and to make recommendations to them regarding more successful means of law enforcement.

Levels Description

Law Enforcement Consultant I, Commission on Peace Officer Standards and Training

Is the first entry and journeyperson level in the series. Incumbents in this class are typically assigned to specific projects associated with POST'S strategic goals, given the less difficult consulting assignments within the Commission, or work closely with Law Enforcement Consultants II on difficult complex assignments. Incumbents receive general direction from a Senior Law Enforcement Consultant and may be assigned to work directly with a Law Enforcement Consultant�II. Typical tasks include consulting with local government and law enforcement agency officials regarding POST's programs, issues impacting law enforcement, and training and other changes needed to keep law enforcement at its best; applying management principles and practices in the development of new law enforcement organizations and systems; researching and writing complex management reports for statewide use; responding to highly sensitive political and legal issues; resolving complex governmental/managerial problems; directing the work of multidisciplinary committees in designing new or amending current programs; creating or promoting innovative product solutions; preparing detailed written recommendations for policy or program changes with statewide impact; developing instructional materials for law enforcement agencies, training schools, and colleges participating in Commission programs. Duties may also include consulting with and assisting local government, law enforcement, and community college officials in the development and administration of law enforcement training and education and crime prevention programs; evaluating and recommending changes to client practices in hiring, supervising, training, and management quality; evaluating and recommending changes to client operations for increased safety and decreased liability; making presentations at Commission meetings and at other public meetings; and representing the Commission at formal and informal meetings of law enforcement, academic, labor, or other groups.

Law Enforcement Consultant II, Commission on Peace Officer Standards and Training

Is the second entry and full journeyperson level in the series. Incumbents work throughout the State with very little supervision, and with a wide degree of latitude in judgment. Incumbents consult with local government and law enforcement agency officials regarding POST's programs, issues impacting law enforcement, and training and other changes needed to keep law enforcement at its best; consult with and assist local government, law enforcement, and community college officials in the development and administration of law enforcement training and education and crime prevention programs; provide administrative management counseling to law enforcement agencies as well as consultation to city and county administrators; apply management principles and practices in the development of new law enforcement organizations and systems; conduct peace officer feasibility studies for the Legislature to determine whether the requesting agency should receive peace officer status; conduct administrative investigations and compliance audits and prepare reports regarding the development, implementation, and operation of commission programs; research and write complex management reports for statewide use; respond to highly sensitive political and legal issues; resolve complex governmental/managerial problems; review law enforcement agencies, training schools, and colleges to verify compliance with State laws, regulations, and specifications; evaluate and recommend changes to client practices in hiring, supervising, training, and management quality; evaluate and recommend changes to client operations for increased safety and decreased liability; design, certify, and manage major regional/statewide programs; direct the work of multidisciplinary committees in designing new or amending current programs; create or promote innovative product solutions; develop regulations and policies to meet client needs and legislative mandates; prepare detailed written recommendations for policy or program changes with statewide impact; develop instructional materials for law enforcement agencies, training schools, and colleges participating in Commission programs; draft proposed legislation; make presentations at Commission meetings and at other public meetings; and represent the Commission at formal and informal meetings of law enforcement, academic, labor, or other groups. Incumbents may also act as lead over other POST staff, including Law Enforcement Consultants I.

Senior Law Enforcement Consultant, Commission on Peace Officer Standards and Training

Is the first full supervisory level within the Commission. Incumbents, under the direction of an Assistant Director, plan, organize, and direct the operations of a designated bureau within a major division of POST. These bureaus typically provide a consultative service in law enforcement training and education program development, a consultative service in the operation and management of law enforcement programs, or an inspection service of law enforcement training and education programs for compliance to State laws and regulations or a comparable program. Incumbents may also be assigned the nonbureau chief responsibility of coordinating and directing the work of a major special project assigned to the Commission.

Assistant Director, Commission on Peace Officer Standards and Training

Is the second full supervisory-division chief level within the Commission. Incumbents are assigned responsibility for planning, organizing, and directing the operations of one of the major divisions within the Commission. Incumbents act for the Executive Director in his absence and maintain liaison with legislative advocates of law enforcement, local government, and other associations dedicated to the improvement of police service in the State.

Minimum Qualifications

Law Enforcement Consultant I, Commission on Peace Officer Standards and Training

Experience: Two years at the level of Sergeant, in law enforcement, with full-time responsibilities in the area of program research and development, personnel, and/or training program development and implementation. and

 

Education: Equivalent to graduation from an accredited college or university with a bachelor's degree or higher. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Law Enforcement Consultant II, Commission on Peace Officer Standards and Training

Either I

 

One year of experience performing the duties of a Law Enforcement Consultant I, Commission on Peace Officer Standards and Training, in the California state service.

Or II

 

Experience: Two years as a Lieutenant, or comparable or higher second-level supervisory level, in law enforcement. and

 

Education: Equivalent to graduation from an accredited college or university with a bachelor's degree or higher. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Senior Law Enforcement Consultant, Commission on Peace Officer Standards and Training

Either I

 

One year of experience performing the duties of a Law Enforcement Consultant II, Commission on Peace Officer Standards and Training, in the California state service.

Or II

 

Experience: Three years of responsible administrative, supervisory, or equivalent staff level experience at the Lieutenant level or higher in law enforcement, including or supplemented by at least two years of responsibility in either training, personnel, management, or a closely related area. and

 

Education: Equivalent to graduation from an accredited college or university with a bachelor's degree or higher. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Assistant Director, Commission on Peace Officer Standards and Training

Either I

 

One year of experience performing the duties of a Senior Law Enforcement Consultant, Commission on Peace Officer Standards and Training, in the California state service.

Or II

 

Experience: Broad and extensive (more than five years) responsible administrative experience at or preferably above the Lieutenant level in law enforcement with responsibility for budget preparation, personnel management, training, or related areas. and

 

Education: Equivalent to graduation from college.

Knowledge and Abilities

All Levels:

Knowledge of: The provisions of applicable State and Federal laws, rules, and regulations related to peace officer standards and training; current issues and problems of the California law enforcement community; contemporary law enforcement operational methods and procedures; effective training principles and methods as applied to peace officer training; the principles and practices of personnel management, supervision, and selection as applied to law enforcement.

 

Ability to: Communicate effectively with diverse groups and individuals; identify and address sensitive issues and situations; design, develop, implement, and manage major specialized training programs; research complex, statewide, program, and policy issues and prepare comprehensive, sensitive, and complex documents for statewide use; establish and maintain cooperative interactions with the public, law enforcement, governmental, educational, and private sector organizations and agencies; analyze broad, complex, legal, and politically sensitive issues accurately and take appropriate action; apply management principles and practices in the development of new law enforcement organizations and systems; make comprehensive presentations at formal and informal meetings of law enforcement, academic, labor, and other special interest groups.

Senior Law Enforcement Consultant, Commission on Peace Officer Standards and Training

Assistant Director, Commission on Peace Officer Standards and Training

Knowledge of: In addition to the above, Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: In addition to the above, plan and direct the work of others; effectively contribute to the Department's affirmative action objectives.

Additional Desirable Qualifications

All Levels:

Experience in developing and presenting complex law enforcement training programs. Experience with current computer and communications technologies. Four-year or advanced college degree(s) in management or public administration.

Law Enforcement Consultant II, Commission on Peace Officer Standards and Training

Senior Law Enforcement Consultant, Commission on Peace Officer Standards and Training

In addition to the above, eligibility for the California POST Management Certificate; and broad range of middle management experience in California law enforcement.
