Scope
This series specification describes four classes that perform technical and complex warehousing and distribution duties in a Prison Industry Authority (PIA) warehouse and/or distribution center. Incumbents monitor the receipt, storage, issuance, and shipping of numerous raw materials and finished products. Incumbents may plan, organize, and supervise the PIA warehousing operation. Incumbents also maintain order and supervise the conduct of inmates and protect and maintain the safety of persons and property.

Definition of Series
The Industrial Warehouse and Distribution, Prison Industries, series of classes describe work concerned with all aspects of warehousing and distribution of numerous raw materials, component parts, and finished goods to various factories, vendors, and customers of the PIA. Incumbents also maintain order and supervise the conduct of inmates and protect and maintain the safety of persons and property.
Entry Levels
Entry into this series is typically through the classes of Materials and Stores Supervisor I or II (Correctional Facility) or Warehouse Worker.
Factors Affecting Position Allocation
Level, variety, and complexity of work, such as size of warehouse space, number of transactions processed through the Manufacturing and Accounting Planning System (MAPS), number of Bills of Lading processed annually, number of shifts, number of enterprises that utilize warehouse and distribution services, number of free staff supervised, and amount of revenue. Definition of Levels*
Industrial Warehouse and Distribution Specialist, Prison Industries
This is the first working level in the Industrial Warehouse and Distribution series. Incumbents monitor the receipt, storage, issuing, and shipping of raw materials, component parts, food supplies, finished products, etc., in a PIA warehouse. The Industrial Warehouse and Distribution Specialist, Prison Industries, is the first line of contact ensuring the quality of goods on purchase orders. Incumbents must be able to recognize any defective freight that is being delivered to or shipped from the warehouse, and take whatever steps are necessary to correct the defective product. Incumbents may assume additional duties and responsibilities in assisting a higher-level warehouse supervisor. Incumbents also maintain order and supervise the conduct of inmates and protect and maintain the safety of persons and property.
Industrial Warehouse and Distribution Supervisor, Prison Industries
This is the first working supervisory level in the Industrial Warehouse and Distribution series. Incumbents are responsible for the direct supervision of subordinate staff, i.e., Industrial Warehouse and Distribution Specialist, Prison Industries; Warehouse Worker; Heavy Truck Driver; or other warehouse staff. Incumbents supervise the receipt, storage, issuing, and shipping of raw materials, component parts, food supplies, finished products, etc., in a PIA warehouse. Incumbents must be able to ensure the quality of goods on purchase orders, be able to recognize any defective freight that is being delivered to or shipped from the warehouse, and take whatever steps are necessary to correct the defective product. Incumbents may assume additional duties and responsibilities in assisting a higher-level warehouse supervisor. Incumbents also maintain order and supervise the conduct of inmates and protect and maintain the safety of persons and property.
Industrial Warehouse and Distribution Manager I, Prison Industries
This is the full supervisory level in the series that meets the minimum required criteria set forth in the Allocation Guidelines. Incumbents plan, organize, and direct, via the manufacturing resource system, the receipt, storage, issuance, and shipping of a heavy volume of raw materials, finished goods, and other related products and materials in a PIA warehouse. Incumbents also maintain order and supervise the conduct of inmates and protect and maintain the safety of persons and property.
Industrial Warehouse and Distribution Manager II, Prison Industries
This is the full supervisory level in the series that meets the maximum required criteria set forth in the Allocation Guidelines. Incumbents plan, organize, and direct, via the manufacturing resource system, the receipt, storage, issuance, and shipping of a heavy volume of raw materials, finished goods, and other related products and materials in the most complex PIA warehouse and distribution center. Incumbents also maintain order and supervise the conduct of inmates and protect and maintain the safety of persons and property.
Minimum Qualifications
All Levels:
Possession of a valid driver license of the appropriate class issued by the Department of Motor Vehicles.
Industrial Warehouse and Distribution Specialist, Prison Industries
Either I
One year of experience performing the duties of a Materials and Stores Supervisor I (Correctional Facility) within the PIA.
Or II
Two years of experience performing the duties of a Warehouse Worker (Correctional Facility) within the PIA.
Or III
Two years of experience performing the duties of a Materials and Stores Supervisor I (Correctional Facility).
Or IV
Four years of technical experience in a storeroom or warehouse related to reordering, storing, distributing, or controlling the inventory of a wide variety of materials for a large organization. (Experience in the California state service applied toward this requirement must include at least two years in a class at a level of responsibility at least equivalent to a Warehouse Worker.)
Industrial Warehouse and Distribution Supervisor, Prison Industries
Either I
One year of experience performing the duties of an Industrial Warehouse and Distribution Specialist, Prison Industries, or a Materials and Stores Supervisor II (Correctional Facility) within the PIA.
Or II
Two years of experience performing the duties of a Materials and Stores Supervisor I (Correctional Facility) within the PIA.
Or III
Three years of experience performing the duties of a Materials and Stores Supervisor I (Correctional Facility).
Or IV
Four years of technical experience in a storeroom or warehouse related to reordering, storing, distributing, or controlling the inventory of a wide variety of materials for a large organization. [Experience in the California state service applied toward this requirement must include at least three years in a class at a level of responsibility at least equivalent to a Materials and Stores Supervisor I (Correctional Facility).]

Industrial Warehouse and Distribution Manager II, Prison Industries
Either I
One year of experience performing the duties of a class with a level of responsibility equivalent to an Industrial Warehouse and Distribution Manager I, Prison Industries.
Or II
Two years of experience performing the duties of a class with a level of responsibility equivalent to an Industrial Warehouse and Distribution Supervisor, Prison Industries, within the PIA.
Or III
Three years of experience (including supervisory experience) performing the duties of a class with a level of responsibility equivalent to a Materials and Stores Supervisor II (Correctional Facility) within the PIA.
Or IV
Five years of experience in a storeroom or warehouse, which must have included or been supplemented by three years of responsible supervisory or technical experience related to reordering, storing, distributing, or controlling the inventory of a wide variety of materials for a large organization. [Experience in the California state service applied toward the supervisory requirement must include at least three years in a class at a level of responsibility at least equivalent to a Materials and Stores Supervisor II (Correctional Facility).]
Knowledge and Abilities
Industrial Warehouse and Distribution Specialist, Prison Industries
Knowledge of: Warehousing and distribution methods and practices, including cycle counting; freight rates and classifications; regulations involved with incoming and outgoing shipments; various specifications and standards applicable to receipt of raw materials; operation of motorized material-handling equipment, other machinery, materials, processes, tools, and equipment used in warehousing and distribution; safety practices and orders including requirements or hazardous/toxic materials; quality standards and control.
Ability to: Comprehend and use PIA's MAPS system; set up, repair, maintain, adjust, and operate required equipment related to warehousing and distribution; instruct and supervise inmates in warehousing/distribution techniques and safety practices; maintain firm, impartial, and consistent discipline; understand rules, regulations, laws, and procedures; determine whether incoming shipments meet the standards set by various State and Federal agencies and applicable laws and rules; analyze situations accurately and take effective action; keep records and prepare reports; read and write English at a level required for a successful job performance; meet the physical requirements needed to perform the job, which may include standing, sitting, crouching, stooping, lifting, pushing, bending, and be able to lift up to fifty pounds.

Persons appointed to the positions in this series must be reasonably expected to have and maintain sufficient strength, agility, and endurance to perform essential elements of the job during stressful (physical, mental, and emotional) situations encountered on the job without compromising their health and well-being or that of their fellow employees or that of inmates. Assignments during tour of duty may include sole responsibility for the supervision of inmates and/or the protection of personal and real property.
Additional Desirable Qualifications
All Levels:
Education equivalent to completion of graduation from college; assertiveness; experience in a correctional institution; supervisory experience; and possession of a valid Class A or B commercial driver license.
