Scope

This series specification describes two levels of program administration in the Department of Rehabilitation.

Definition of Series

The Rehabilitation Administrator series describes positions that are primarily engaged in the administrative direction of rehabilitation or independent living programs; in addition, several staff positions in departmental headquarters are also allocated to classes in the series. Positions in the series serve as District Administrators, Program Managers, supervisors of staff with geographical responsibility for administering a centralized program and staff specialists. Incumbents in this series are assigned administrative and staff responsibilities concerned with providing direct services to persons with disabilities, or support to community rehabilitation programs.

Factors Affecting Position Allocation

For all levels, positions are allocated on the basis of supervisory and management responsibility, reporting relationship, complexity of work assigned, and/or impact of decisions on statewide operations.

Definition of Levels

Rehabilitation Administrator I (Specialist)

Incumbents serve as staff assistants to the regional Assistant Deputy Directors in the Field Operations Division, performing complex quality assurance and operations analysis functions as well as coordinate statewide support and/or administrative activities; or serve as program specialists with statewide responsibility for specific programs.

Rehabilitation Administrator I (Supervisor)

Incumbents supervise a staff unit with statewide or regional responsibility for a major activity or program area.

Rehabilitation Administrator II

Incumbents plan, organize, direct and coordinate an entire district operation, or direct and coordinate a staff unit with statewide responsibility for a major activity or program area. Incumbents at this level participate in the formulation, implementation and evaluation of policy and operations procedures.

Minimum Qualifications

Rehabilitation Administrator I (Specialist)

Rehabilitation Administrator I (Supervisor)

Either I

 

One year of experience in California state service performing the duties of a Rehabilitation Supervisor or Rehabilitation Specialist.

Or II

 

Experience: Three years of experience in a community rehabilitation program, independent living program or disabled student services program for adults with disabilities which must have included one year in an administrative position. Such experience shall include planning and program development, budget analysis, personnel management, community resources development, advocacy, counseling, providing or directing vocational placement, and providing or directing rehabilitation planning or independent living planning. (Experience in the California state service applied toward this requirement must be in a class with a level of responsibility equivalent to that of Rehabilitation Supervisor or Rehabilitation Specialist.) (Experience that is limited to the placement of persons without employment disabilities is not considered qualifying experience.) Graduate work in counseling, management, or a related field may be substituted for the required general experience on a year for six months basis to a maximum of one year. and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Rehabilitation Administrator II

Either I

 

In the California state service, either:

 

1. One year of experience performing the duties of a Rehabilitation Administrator I (Specialist) or Rehabilitation Administrator I (Supervisor). or

 

2. Two years of experience performing the duties of a Rehabilitation Supervisor or Rehabilitation Specialist.

Or II

 

Experience: Four years of experience in a community rehabilitation program, independent living program, or disabled student services program for adults with disabilities which must have included two years in an administrative position. Such experience shall include planning and program development, budget analysis, personnel management, community resource development, advocacy, counseling, providing or directing vocational placement, and providing or directing rehabilitation planning or independent living planning. (Experience in the California state service applied toward this requirement must be in a class with a level of responsibility equivalent to that of Rehabilitation Supervisor or Rehabilitation Specialist.) (Experience that is limited to the placement of persons without employment disabilities is not considered qualifying experience.) Graduate work in counseling, management, or a related field may be substituted for the required general experience on a year for six months basis to a maximum of one year. and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted on a year-for-year basis.)

Knowledge and Abilities

Rehabilitation Administrator I (Specialist)

Knowledge of: History and philosophy of the Disability Rights movement; State and Federal laws and regulations relating to individuals with disabilities; strategies of advocacy; rehabilitation and independent living principles and practices; trends of public and business administration, including management and supportive staff services such as budget, personnel, management analysis, planning, program evaluation and related areas; the Department's mission and goals and governmental functions and organization at the Federal, State and local level; and community resources available to persons with disabilities.

 

Ability to: Reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental and managerial problems; develop and evaluate alternatives; analyze data and present ideas and information effectively, both orally and in writing; plan, lead, consult with and advise community groups, employers, administrators or other interested parties on a wide variety of subject-matter areas; review and edit written reports; work effectively with community groups and professional organizations, and develop outreach strategies.

Rehabilitation Administrator I (Supervisor)

Rehabilitation Administrator II

Knowledge of: All of the above, and principles and practices of employee supervision, including employee development and training; program management; a supervisor's responsibility for promoting equal opportunity in hiring and employee development and promotion, and for maintaining a work environment which is free of discrimination and harassment; the changing demographics of California and the implications for rehabilitation; and community and media relations.

 

Ability to: All of the above, and coordinate and direct the activities of vocational rehabilitation staff; effectively promote equal opportunity in employment and maintain a work environment which is free of discrimination and harassment; and develop outreach strategies to the underrepresented populations.

Additional Desirable Qualifications

All Levels:

In appraising the relative qualifications of candidates, consideration will be given to the extent and type of cross disability experience of the individuals working in programs serving adults with varieties of disabilities.
