Definition of Series

This consolidated series specification describes six levels of classes to be used by the California Housing Finance Agency involving professional, technical work in the Agency's Programs Division. The six levels of classes cover line responsibilities in any of a variety of functions in general housing finance or in specific program areas of housing finance, such as Homeownership Lending, Rental Lending, Local Government Services or Property Management. The Programs Division is responsible for the Agency's lending, loan purchasing, neighborhood designation, and loan insuring activities. This includes the mortgage loan underwriting, the monitoring of construction financed by the Agency and the monitoring of management and tenant selection for rental projects for the length of the mortgage.

 

Certain Agency Program areas have their own separate class(es) which are designated by the use of one or more of the specified levels followed by a parenthetical designation of the program specialty. Not every program specialty area will necessarily utilize all the levels contained in this consolidated series specification. Each program area will use only the class(es) which appropriately describe the type and level of work performed and the duties and responsibilities assigned to positions.

 

Depending upon such factors as background of the incumbent, variety of duties of the position, and management's use of the position, a certain number of parenthetical (General) positions may be used at the lower levels where a particular occupational specialty class would not be appropriate, and where the position's duties and responsibilities are of a more general nature in the area of housing finance.

Factors Affecting Position Allocation

Variety and complexity of duties; initiative and independence of action; program responsibilities; impact of decisions and effect of activities on major agency programs; geographical dispersion of program responsibility; sensitivity and consequence of error associated with the work (e.g., risk inherent in decisions); the level of specialized, technical expertise required in the program area; and the degree of supervision received and exercised. Supervision and size of staff should not be an absolute criterion in allocating positions.

Definition of Levels

Housing Finance Trainee (General)

This is the training and developmental class for persons qualified to perform technical, analytical work in one or more broad program areas within the California Housing Finance Agency. Under close supervision and in accordance with established procedure, incumbents learn and perform increasingly difficult duties in housing finance.

Housing Finance Assistant (Various Classes)

This is the first journey level wherein incumbents perform technical, analytical work of average difficulty, usually by having responsibility for the less complex projects or for assisting on phases of more complex projects. Positions at this level have very limited authority for making decisions that commit the Agency to a specific course of action. Positions are permanently assigned to this level when the major functions of the position do not include the more responsible, varied, and difficult assignments found at the full journeyperson level of Housing Finance Associate (Various Classes).

Housing Finance Associate (Various Classes)

This is the full journey level for this series for difficult housing finance work. Under general supervision and guidelines, incumbents work independently in the performance of responsible, varied and technical housing finance activities. Positions at this level have limited decision-making authority, but may make recommendations to higher level personnel.

Housing Finance Specialist (Various Classes)

This is the advanced journey/technical adviser level within this series. Under minimum direction, incumbents at this level are assigned the more complex, sensitive and higher risk projects requiring a high level of judgment and expertise. They are also responsible for assisting higher level CHFA personnel by independently developing policy and program recommendations. In addition, they may provide guidance and direction to lower level Housing Finance staff and review their work.

Housing Finance Officer (Various Classes)

This is the highest level program expert within a specified agency program such as Rental, Local Government Services, and Affirmative Action. Positions at this level have broad administrative and technical responsibilities for developing and administering program policies and procedures. Positions also have responsibility for an agency function having significant impact and involving work of the most critical or sensitive nature as it relates to the Agency's primary mission. Such responsibility requires skills and knowledge at the highest level within the particular program specialty. Incumbents may supervise lower level technical staff.

Housing Finance Chief (Various Classes)

This is the Program Chief level within the California Housing Finance Agency's Programs Division. Under administrative direction, incumbents plan, direct, supervise and administer the staff, program, and operations of one of the Agency's five major Programs: Rental Lending North, Rental Lending South, Single Family, Construction Services, and Management Services.

Scope for Housing Finance

(Affirmative Action) Classes

Positions allocated to the classes of Housing Finance Associate and Specialist (Affirmative Action) assist in implementing CHFA's affirmative action responsibilities in its lending activities. Incumbents assist developers and contractors in preparing affirmative action programs for the utilization of minority apprentices, journeypersons, and contractors on CHFA-financed housing projects; monitor and evaluate the implementation of such affirmative action programs; assist minority groups in the placement of apprentices and craftsperson on CHFA-financed projects; assist minority contractors and contractors' organizations in identifying business opportunities and to provide technical assistance to insure the maximum utilization of such business; interpret the affirmative action goals of the Agency to minority communities; interpret and implement State and Federal requirements and equal employment loans; conduct preconstruction conferences with contractors and subcontractors; tabulate and report data on minority utilization.

 

Under administrative direction of the Director, Programs, the Officer level position is responsible for formulating policies for and planning, organizing, developing and administering a statewide program for increasing Agency outreach for minority participation on the part of contractors and the development team of housing projects financed by CHFA; developing methods for ensuring compliance with State and Federal affirmative action standards with regard to minority participation in housing projects; developing apprenticeship and training programs; and supervising staff working in the area of affirmative action in housing.

Housing Finance Associate (Affirmative Action)

Either I

 

One year in the mortgage operations of the California Housing Finance Agency at a level of responsibility equivalent to that of a Housing Finance Assistant.

Or II

 

Experience: One year of progressively responsible technical experience in at least two of the following areas: community organizations, affirmative action or contract compliance. and

 

Either:

 

One year of technical experience in a housing-related program; or

 

One year of experience in housing construction.

 

(A Master's Degree in Business, Government, Labor Relations or a related field may be substituted for one year of the required experience.) and

 

Education: Equivalent to graduation from college, preferably with a degree in business, government, labor relations or a related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equals two years of college education.)

Housing Finance Specialist (Affirmative Action)

Either I

 

One year in the mortgage operations of the California Housing Finance Agency at a level of responsibility equivalent to that of a Housing Finance Associate.

Or II

 

Experience: Two years of progressively responsible technical experience in at least two of the following areas: community organization, affirmative action or contract compliance. and

 

Either:

 

One year of technical experience in a housing-related program; or

 

One years of experience in housing construction.

 

(A Master's Degree in Business, Government, Labor Relations or a related field may be substituted for one year of the required experience.) and

 

Education: Equivalent to graduation from college, preferably with a degree in business, government, labor relations or a related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equals two years of college education.)

Housing Finance Officer (Affirmative Action)

Either I

 

One year in the mortgage operations of the California Housing Finance Agency at a level of responsibility equivalent to that of a Housing Finance Specialist.

Or II

 

Experience: Five years of experience in the design, implementation, and administration of programs in any combination of the following: affirmative action in employment, affirmative action in construction, affirmative marketing, or contract compliance, at least two years of which must have been in the area of housing or residential construction. (A Master's Degree in Business, Government, Labor Relations or a related field may be substituted for one year of the required experience.) and

 

Education: Equivalent to graduation from college, preferably with a degree in business, government, labor relations or a related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equals two years of college education.)

Knowledge and Abilities for

Housing Finance (Affirmative Action) Classes

All Levels:

Knowledge of: Purposes, policies, and operations of the California Housing Finance Agency; general aspects of the construction industry, including construction techniques and terminology; State and Federal affirmative action requirements relating to housing and construction; affirmative action principles and practices; minority and other group resources.

 

Ability to: Independently develop programs and develop courses of action to achieve equal opportunity in housing goals; effectively relate to and negotiate with housing developers, sponsors, contractors, labor representatives, community groups, and governmental agencies involved in housing; establishes effective liaison with minority community groups; work independently; speak before groups of contractors and subcontractors at preconstruction conferences; tabulate data and write clear and accurate reports.

Housing Finance Specialist (Affirmative Action)

Knowledge of: All of the above.

Housing Finance Officer (Affirmative Action)

Knowledge of: In addition to the above, current construction trade union policies; residential construction contracting practices; real estate development issues; divisions of the labor law, particularly as they relate to affirmative action considerations, hiring, and related factors; prevailing wage legislation; purposes and procedures of affirmative action plans, affirmative marketing programs, and apprenticeship and training programs; principles of personnel management and supervision.

 

Ability to: In addition to the above, represent the Agency and independently develop programs and develop courses of action to achieve affirmative action program goals; plan and direct the work of others; establish effective working relationships with those contacted on the job; nurture business relationships between large and small business concerns; negotiate agreements to implement apprenticeship programs; understand and converse with members of the housing industry; gain the respect of others both internally and externally to enforce compliance with CHFA affirmative action standards; speak and write effectively.

Scope for Housing Finance

(Construction Services) Classes

Positions allocated to the Housing Finance (Construction Services) classes perform duties related to controlling the construction phase of projects financed by the California Housing Finance Agency. Incumbents are involved in administering the construction and development, from loan closing through final inspection, of housing projects financed by the CHFA, and guaranteeing the proper maintenance of the physical property of the projects from completion of the construction through the term of the mortgage; meeting with developers, contractors, and representatives of funding sources to explain and obtain agreement with the Agency's development control procedures; providing advice and making recommendations on construction operations; negotiating changes in construction plans, and determining how to finance proposed changes, if construction or financing problems cannot be resolved, recommending that corrective measures be taken, including legal action if necessary; reviewing and accepting cost certifications; assuring that latent defects are corrected prior to the expiration of warranties and guarantees; preparing correspondence and reports.

 

The incumbent in the Housing Finance Chief class is responsible for planning, directing, supervising and administering the class, program and operations of the Construction Services Division, including development control, field inspection and cost estimation.

Or II

 

Experience: One year of experience performing technical work in the field of construction financing and document management which includes one or a combination of the following: construction period disbursements, insurance processing, lien and title report analysis, construction document analysis, and preliminary notice review. and

 

Education: Equivalent to graduation from college, preferably with specialization in public or business administration, accounting, or economics. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equals two years of education.)

Housing Finance Associate (Construction Services)

Either I

 

One year in the mortgage operations of the California Housing Finance Agency at a level of responsibility equivalent to that of a Housing Finance Assistant.

Or II

 

Experience: Two years of experience in the construction of multiunit housing projects providing knowledge of housing finance, cost estimating, and construction operations, including the processing of construction change orders. (A Master's Degree in Engineering or Building Construction or a related field may be substituted for one year of the required experience.) and

 

Education: Equivalent to graduation from college, preferably with major work in engineering or building construction, or a related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equals two years of college education.)

Housing Finance Officer (Construction Services)

Experience: One year of experience within the California Housing Finance Agency performing the duties of a class comparable to that of Office Technician. and

 

Education: Twelve semester or 18 quarter units of college courses, preferably in planning, economics, business, government, finance, or a related field.

Or III

 

Education: Equivalent to graduation from college with a degree in planning, economics, business, government, finance or a related field.

Or IV

 

Experience: Two years of experience in housing or real estate economics, such as real estate transactions, mortgage finance or construction finance transactions; housing construction, development or rehabilitation; property management; or residential planning. and

 

Education: Equivalent to graduation from high school.

Housing Finance Assistant (General)

Either I

 

In California state service, one year of experience performing housing finance-related duties at a level of responsibility not less than that of a Housing Finance Trainee.

Housing Finance Trainee (General)

Knowledge of: The basic functions and organization of the California Housing Finance Agency.

 

Ability to: Learn and perform the technical aspects of housing finance activities, reason logically and creatively to perform a variety of analytical tasks; analyze and present ideas and information effectively both orally and in writing; consult with others on a wide variety of housing finance matters; gain and maintain the confidence and cooperation of those contacted during the course of the work; and perform various calculations with regard to mortgage financing.

Housing Finance Assistant

Housing Finance Associate (General)

Knowledge of: In addition to the above, basic housing finance methods, principles, procedures and terminology; purposes, policies and operations of the California Housing Finance Agency.

 

Ability to: In addition to the above, perform research and analytical studies with regard to Agency program operations; develop and present clear, complete and concise proposals with regard to housing finance programs.

Housing Finance Specialist (General)

Knowledge of: In addition to the above, a variety of housing finance programs and mechanisms, including Section 8, FHA and VA financing; single family and/or multifamily residential lending requirements; factors which affect the cost, value, and marketability of property; and research methods and techniques.

 

Ability to: In addition to the above, evaluate current Agency program operations and make recommendations for improvement; plan and carry out research studies lending to the design of new Agency programs; prepare reports and make recommendations to Agency executive staff; and direct and review the work of others.

Scope for Housing Finance (Management Services) Classes

Positions allocated to the classes of Housing Finance (Management Services) directly monitor the following with respect to housing developments financed by the CHFA: maintenance, fiscal management, tenant relations, affirmative marketing requirements, relocation requirements and Federal housing assistance payment (Section 8) process. Incumbents monitor the fiscal management operations of rental housing developments financed by the California Housing Finance Agency to assure that the projects are viable, fiscally sound and desirable to the rental market for the term of the Agency's mortgage; secure and analyze periodic operating statements from the management of these projects; maintain accurate and current reporting systems on operating expenses for Agency-financed projects in potential or actual default; supply the Agency's Mortgage Lending Divisions and other interested parties with current estimates of costs of management items such as utilities, management fees, taxes, insurance, elevator maintenance, landscaping, etc.; make periodic visits to projects to assess the project management's fiscal control capability and the quality of maintenance; visit projects frequently during rent-up to assure that occupancy is on schedule; monitor project operations to assure that occupancy levels are appropriate and that Federal subsidy requirements and Agency rules and regulations are met, such as affirmative marketing requirements; prepare correspondence and reports.

Experience: Two years of experience in the fiscal management of real property, including budgeting, hiring, purchasing and accounting for profitability of projects, for a sponsor, developer, or owner of rental housing, including at least one year of experience in the management of housing developments with more than 100 apartment units. (A Master's Degree in Planning, Economics, Business, Government, Finance or a related field may be substituted for one year of the required experience.) and

 

Education: Equivalent to graduation from college, preferably with a degree in planning, economics, government, finance or a related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equals two years of college education.)

Housing Finance Specialist (Management Services)

Scope for Housing Finance (Rental) Classes

Positions allocated to the Housing Finance (Rental) classes are assigned technical lending related responsibilities with regard to the Agency's financing of rental projects involving new construction or substantial rehabilitation. Incumbents perform duties related to loan underwriting which involve: performing real estate transactions,including escrows, insurance processing, subsidy processing, and environmental reviews; evaluating mortgage loan proposals submitted to the Agency for a variety of residential units, including multifamily and mixed income and related commercial facilities; determining that proposals adhere to CHFA program and mortgage lending standards; analyzing proposals for their economic feasibility to insure that construction and operating costs may be met by proposed rent levels; analyzing the existing rental market to determine if proposed rents are appropriate and that occupancy will be maintained; visiting proposed sites to perform appraisals and valuations; determining economic and environmental impact of developments; and evaluating credit reports, financial reports and other similar sources of information regarding potential developers. Incumbents in these classes also assist potential developers in resolving problems relating to proposed residential developments; prepare and analyze project cash flow projections; meet and negotiate with developers, banks and others involved in the Agency's mortgage lending operations; present loan proposals to the Agency's Board of Directors; and provide expertise and guidance to staff in developing mortgage lending and residential building standards.

Positions allocated to the Housing Finance (Single Family) classes are involved in the financing of insured or guaranteed mortgage and home improvement loans within the Single Family Division. Incumbents perform duties related to examining, approving, closing, and servicing of single family mortgage loans to be financed by the CHFA. Incumbents ensure that loan submissions are complete and accurate; maintain contact with lenders; conduct market studies, including real estate and neighborhood appraisals; analyze existing real estate markets to determine market demand prices, terms, and conditions to be made applicable to CHFA lending programs; audit and evaluate lender performance and make recommendations; maintain loan reservation system; supervise and manage acquired properties; make policy recommendations; and prepare and present oral and written communications.
