Scope
This series specification describes two levels in the field of space planning and lease management. Incumbents manage, control, assign, plan, and lease State facilities; manage, schedule, and control all properties and space action requests assigned to their area to assure that the quality of work meets client agency schedules; supervise the most complex and responsible analyses and review of space programs performed by subordinate staff; and provide consultative services related to leasing and planning State space.
This series is used in the Department of General Services and entry into the series is typically from the staff level of the Real Estate Officer or�Space Planner series.

Definition of Levels
State Facilities Manager I
This is the full supervisory level over analytical, technical and administrative work. Under the direction of the State Facilities Manager II, supervises a moderate size staff of Space Planners and Real Estate Officers for a designated area of the State and is responsible for the coordination and management of space planning and facilities leasing functions. Spends a majority of time�in supervisory or managerial activities as distinct from working level assignments.
State Facilities Manager II
This is the second supervisory level over analytical, technical and administrative work. Under the direction of the Division Chief, supervises a large technical analytical staff of Space Planners and Real Estate Officers through multiple intermediate supervisors at the State Facilities Manager I level. Responsible for the coordination and management of space planning and lease management for a large geographic region of the State.

Education Requirement
The following education is required when non-State experience is used to qualify at any level.
Equivalent to graduation from college with major work in architecture, environmental design, interior design, engineering, business administration, or related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
State Facilities Manager I
Either I
One year of experience in California state service performing the duties of a class comparable in level of responsibility to a Staff Space Planner or Staff Real Estate Officer; or two years of experience performing the duties of a class comparable in level of responsibility to an Associate Space Planner or Associate Real Estate Officer.
Or II
Experience: Five years of office planning experience in an architectural or planning office, including three years in office planning and design.
Or III
Experience: Five years of responsible experience in commercial leasing or the management of large commercial rental properties (not residential).
State Facilities Manager II
Either I
One year of experience in California state service performing the duties of a class comparable in level of responsibility to a State Facilities Manager I or a Senior Real Estate Officer; or two years of experience performing the duties of a class comparable in level of responsibility to a Staff Space Planner or Staff Real Estate Officer.
Or II
Experience: Broad and extensive experience in a large facilities or a property management program involving all phases of work in difficult and complex space projects including at least two years of supervisory responsibility for a large technical staff.
Knowledge and Abilities
Both Levels:
Knowledge of: Principles, practices, and trends of public and business administration, including management analysis, planning, and program evaluation; principles and practices of employee supervision, development and training; program management; formal and informal aspects of the legislative process and the administration and department's goals and policies; principles and practices of architecture, office planning and space layout, and development of facilities planning programs or leased facilities planning and program development; technical aspects in facilities planning or leasing, including building code requirements and other regulations affecting building design, architectural and building materials, environetics, structural, mechanical, and electrical engineering as related to buildings, building costs, materials, and real property appraisal for rental purposes, office building management and inspection for contract compliance.
Ability to: Apply and interpret State policies and regulations as they relate to space planning and leased facilities; lay out, inspect and check the work of others; review the utilization of existing facilities and make recommendations for more efficient, economical and functional utilization of space; coordinate short-range lease facilities planning; analyze situations accurately, make recommendations and take effective action; establish and maintain cooperative relationships with those contacted in the work; prepare reports, analyze data, present ideas and information effectively, both orally and in writing; consult with and advise administrators on technical and program subject-matter areas.
Special Personal Characteristics
Both Levels:
Possession of a certificate to practice architecture or sell real estate is considered an asset in this position; demonstrated creative ability; tact; patience, poise and willingness to travel.
