Definition
Under general direction, to be responsible for a major phase of the work of the Operations and Safety Section in developing, recommending and negotiating the adoption of operating and maintenance practices, including adequate facilities for the health and comfort of passengers and operating and nonoperating employees, and enforcing safety regulations of railroads, rail rapid transit systems, street railways, and water carriers; and to do other related work.
Typical Tasks
Plans and organizes a major phase of the work of the Operations and Safety Section; assists the section supervisor in planning, organizing and directing the work of the Section and, as designated by the supervisor, assumes responsibility for the Section's activities in his/her absence; as required, confers with the head of the division and other department or personnel on department policies and programs and represents the department or the Transportation Division at conferences with representatives of private and public agencies; initiates and conducts informal negotiations with the management of carriers on changes in operating rules to improve freight and passenger operations and to give better protection to passengers, the public, and operating and nonoperating employees; mediates informally, controversial issues on operating practices which arise between representatives of carrier management and employees; supervises and performs field surveys and tests of technical operating methods and equipment; attends carrier formal boards of inquiry into the cause of unusual accidents, questions witnesses, analyzes transcripts, prepares and reviews reports, makes recommendations, and negotiates for preventive practices; makes difficult roadway and equipment inspections; prepares evidence and exhibits involving technical, mechanical, and operating matters for formal investigation proceedings ordered by the Commission and participates as an expert witness in proceedings before the Commission and the courts; investigates noncompliance with State laws and Commission general orders pertaining to the safe operation of rail common carriers and recommends appropriate action; prepares technical correspondence, reports, and exhibits which relate to rail common carrier operations.
Minimum Qualifications
Either I
One year of experience performing the duties of an Associate Transportation Operations Supervisor, Public Utilities Commission.
Or II
Four years of experience in a supervisory operation position equivalent in level to that of trainmaster, road supervisor of engines, or chief dispatcher with a Class I railroad operating under the Standard Code of Operating Rules or a combination of three years of such experience and one year in a supervisory position in mechanical or maintenance of way. (College education with major work in transportation or engineering may be substituted for not more than two years of the required experience on the basis of two years of college work being equivalent to one year of experience.)
Knowledge and Abilities
Knowledge of: Sections of the Public Utilities Code and the Commission's general orders relating to rail common carrier operations; Federal and State laws relating to rail common carrier operations and equipment maintenance methods; facilities and equipment used by rail common carriers, their operating or safety standards, and operating mechanical terminology; procedure used in the conduct of hearings by the Commission and other transportation regulatory bodies; Commission's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to: Perform and supervise negotiations for improving operating methods and increase the safety of rail common carrier operations; mediate informally, controversial issues on operating matters between rail common carriers and representatives of their employees; formulate new or improved operating methods for rail common carriers; compose general orders and other decisions and present and support them effectively; act as an expert witness before the Commission and the courts and question witnesses in formal proceedings before the Commission and at carrier formal boards of inquiry; conduct and supervise field studies, develop pertinent facts relative to rail common carrier accidents, and initiate action with management to prevent recurrences; prepare and review reports; analyze situations accurately and take effective action; supervise a group of assistants; effectively contribute to the Commission's affirmative action objectives.
Additional Desirable Qualifications
Education equivalent to completion of the twelfth grade and two years of college education with major emphasis on job-related course work.
