Air Resources Technician Series

Scope

This series specification describes the Air Resources Technician series which receives comprehensive on-the-job training in the application of the principles and techniques of air quality and vehicle emissions control and performs paraprofessional duties in support of the Air Quality and Motor Vehicle programs.

Definition of Series

Incumbents in this series work under close supervision in Air Resources programs performing paraprofessional duties. They gather, tabulate, and analyze a variety of air resources and vehicle emissions data; compile and distribute local, State and Federal air quality regulations; assist in preparing summaries of regulations; assist in investigations of complaints concerning air pollution emissions; assist in field investigations of air pollution emission sources; assist in inspection of assembly line procedures; collect field samples and data in air monitoring studies and from stationary emissions sources; and prepare segments of reports and correspondence.

Entry Levels

Entry into this series is typically at the Air Resources Technician I level. Experience in air pollution control may permit entry at higher levels.

Definition of Levels

Incumbents work under close supervision in Air Resources programs performing paraprofessional duties.

Air Resources Technician I

This is the entry and working level. Positions are permanently allocated to this level when the major portion of the functions inherent in the position do not include the more responsible, varied and difficult assignments found at the full journeyperson level.

Air Resources Technician II

This is the full journeyperson level. Incumbents are assigned the more complex and difficult paraprofessional air pollution and vehicle emissions control work.

Minimum Qualifications

Air Resources Technician I

Ability to read and write at a level necessary to perform job duties; perform routine calculations; to follow written and oral directions.

Air Resources Technician II

Either I

One year of experience in the California state service performing the duties of an Air Resources Technician I, Range B.

Or II

Experience: Three years of paraprofessional air pollution or vehicle emissions control experience.

Or III

Education: Completion of three years of full-time college with course work in mathematics, physical and/or natural sciences; or trade school education in electronics, auto mechanics or related fields.

Knowledge and Abilities

Both Levels:

Knowledge of: Arithmetic, spelling, grammar and English composition.

Ability to: Learn rapidly; follow directions; communicate effectively and establish cooperative relations with other staff and those contacted in the work; acquire acceptable work habits such as punctuality, skill, neatness, and dependability; work safely; make satisfactory progress in a prescribed practical work-training program.

Air Resources Technician II

Knowledge of: In addition to the above, basic statistical and mathematical computational techniques; emmissions sources; air quality investigative techniques; ambient air monitoring, source testing and field sampling techniques; basic statistical and mathematical computational techniques; Federal, State, and local air quality regulations; vehicular emissions control systems; air pollution control principles.

Ability to: In addition to the above, analyze situations accurately and adopt an effective course of action; speak and write effectively; gather, compute, and analyze scientific data; review, check, and interpret air quality data, regulations, and maintenance and monitoring plans.

Additional Desirable Qualifications

Air Resources Technician I

Education equivalent to completion of the twelfth grade with course work in trigonometry, biology, chemistry and physics.

Air Resources Technician II

Completion of two years of college with course work emphasis in the physical or biological sciences.

Alternate Range Criteria

Air Resources Technician I

These criteria will be used to allocate incumbents to Alternate Range A or Range B.

Range A. This Range shall apply to incumbents who do not meet the criteria for payment in Range B.

Range B. This Range shall apply to incumbents who have satisfactorily completed: (1) the equivalent of twelve months of Air Resources Technician, Range A; or (2) or who have two years of paraprofessional air pollution or vehicle emissions control experience; (3) two years of full-time college with work in mathematics, physical and/or natural sciences; or trade school education in electronics, auto mechanics or related fields.
