Definition
Under direction, to plan, organize, coordinate and direct a staff engaged in engineering work in connection with the design, planning and coordination, and operation of statewide data communications systems; to direct or make data communications engineering surveys and studies of major importance; and to advise and consult with the Department of Finance and other agencies on data communications policy matters.
Typical Tasks
Plans, organizes, and directs major data communications surveys and prepares reports on assigned projects; performs difficult data communications engineering work, including the preparation of data communications equipment specifications and construction standards; directs field tests, inventory surveys, evaluation studies and estimates of future requirements; directs or makes specialized technical studies and investigations and performs difficult research work; prepares complete and comprehensive reports, and serves as State's "In-House" Systems Consultant advising on data communications problems and on the communications-related configurations of individual departmental EDP systems.
Minimum Qualifications
Experience: Five years of increasingly responsible engineering experience in the field of data communications involving technical design, planning, operation, and coordination of complex data communications networks. and
Education: Graduation from college in electrical engineering, mathematics, or computer sciences. (Additional qualifying experience in the data communications field may be substituted for the required education on a year-for-year basis.)
Knowledges and Abilities
Knowledge of: principles, practices, methods, terminology and trends in data communications engineering, including the fields of data processing and associated equipment; engineering mathematics and engineering economics; Federal Communications Communission Rules and Regulations; principles of personnel management and supervision.
Ability to: maintain effective relationships with Department of Finance, user departments, vendors, and appropriate regulatory agencies; perform electronics research work and analyze technical data pertaining to extensive data communications systems; prepare reports, exhibits, and briefs; analyze situations accurately and adopt an effective course of action; and formulate and recommend data communications policy.
