Scope

This series specification describes the two Hearing Reporter classes used solely by the Public Utilities Commission.

Definition of Series

Hearing Reporters in the Public Utilities Commission perform verbatim computer-assisted transcription (CAT) reporting of highly specialized hearings involving a large proportion of engineering, legal, tax, accounting, economic, and insurance language; and may be asked to report verbatim accounts of some meetings, workshops and conferences. The great majority of hearings contain statistical and financial presentations and analysis of complex financial records for proposed utility rates.

Definition of Levels

Hearing Reporter, Public Utilities Commission

This is the entry and journey level class of the series. Under direction of the Chief Hearing Reporter, uses CAT to take verbatim accounts of conferences, hearings, workshops, and meetings of the Public Utilities Commission; scopes notes and proofreads final transcripts; travels throughout the State to record proceedings; and performs incidental related clerical work.

Chief Hearing Reporter, Public Utilities Commission

Under the direction of the Chief Administrative Law Judge, acts as the supervisor of the Reporting Branch of the Public Utilities Commission; plans, organizes, and directs the statewide activities of the Branch; uses CAT to regularly take verbatim accounts of conferences, meetings, workshops, and hearings of the Public Utilities Commission; scopes notes and proofreads final transcripts; and may travel throughout the State to record proceedings.

Minimum Qualifications

Hearing Reporter, Public Utilities Commission

Experience: Possession of a State of California license as a Certified Shorthand Reporter. and

One year experience taking and transcribing verbatim accounts of conferences, hearings, proceedings, trials, and other formal meetings using electronic machine shorthand writing and scoping on a CAT system from a court or similarly situated agency.

Chief Hearing Reporter, Public Utilities Commission

Possession of a State of California license as a Certified Shorthand Reporter. and Either I Two years of experience in California state service performing the duties of a Hearing Reporter, Public Utilities Commission.

Or II

Four years of experience taking and transcribing verbatim accounts of conferences, hearings, proceedings, trials, and other formal meetings using electronic machine shorthand writing and scoping on a CAT system, two years of which must have been in a supervisory capacity.

Knowledge and Abilities

Hearing Reporter, Public Utilities Commission

Knowledge of: CAT equipment; grammar and spelling; word knowledge and association; a wide variety of engineering, legal, tax, accounting, economic, and insurance language; and customary hearing procedures.

Ability to: Report verbatim material related to Public Utilities Commission hearings, including questions and answers colloquy, statements, objections, and rulings on objections using CAT technology; scope CAT notes at a rate consistent with completion of a daily transcript; adapt to changing situations and maintain a calm and even disposition under pressure; and follow directions.

Chief Hearing Reporter, Public Utilities Commission

Knowledge of: All of the above, and principles of effective supervision and training; a supervisor's responsibility for promoting equal opportunity in hiring, employee development, and promotion, and for maintaining a work environment which is free of discrimination or harassment; and principles of public administration.

Ability to: All of the above, and supervise and review the work of others; direct the statewide operation of the hearing reporting or record-making function of the Public Utilities Commission; and effectively contribute to promoting equal opportunity in employment and maintain a work environment that is free of discrimination and harassment.

Additional Desirable Qualification

All Levels:

Education equivalent to completion of the twelfth grade.
