Personnel Advisory and Consultation Team

​​The California Department of Human Resources’ (CalHR), Personnel Advisory and Consultation Team (PACT) provides collaborative leadership, consultation and hands-on services, and expert guidance to state departments to navigate through personnel management and selections issues. There is no fee for PACT services or guidance. Established in March 2022, PACT’s focus is customer-oriented and one that enhances strong working relationships with state department human resources (HR) offices. 


PACT comprises Advisors from both CalHR’s Personnel Management Division (PMD) and the Selection Division (SD):
 
  • The PMD serves as the state’s principal advisor on matters related to the classification plan, salaries and managerial/supervisory programs including other personnel related programs.

  • ​The SD administers the civil service exams to recruit high quality candidates in a fair and open process and ensure the administration of examinations are processed in accordance with the laws and rules of the state civil service merit system. ​
PACT is an extension of the PMD and SD and is not intended to duplicate or replace the existing work of the PMD or SD CalHR Consultants/Analysts. PACT is available to provide temporary assistance to state departments who may be experiencing systemic issues by identifying long-term statewide standards and solutions and to those who could benefit from these additional services. Where applicable, the PACT will work in partnership with the department-assigned PMD or SD Consultant/Analyst to resolve the most comprehensive and time sensitive matters.

PACT provides support and program direction to department HR by advising and recommending policy and program enhancements on a wide variety of personnel management and selections issues. In addition, PACT promotes use of best practice management principles and provides departments a strong foundation for a future of effective, good-faith, merit-based hiring. PACT can support a department’s success by: 

  • ​Strengthening department knowledge and performance 
  • Assisting with emergency workload surges (pandemic, legislation, hiring, layoff, etc.) 
  • Ensuring continuity of critical business operations
  • Empowering departments to develop and implement robust processes and resources
  • Collaborating to address root causes and systemic issues
  • ​Building and retaining statewide resources

PACT may offer assistance due to department requests, report and investigation findings, and referrals.
