Definition

Under supervision, performs assigned duties of a semicomplex nature related to the marketing and servicing of workers' compensation insurance and involving the relationships of the State Compensation Insurance Fund with policyholders, claimants, and others; and does other related work.

Job Characteristics

Positions allocated to the Workers' Compensation Insurance Technician classification are assigned the more routine work in the general areas of claims adjusting, sales, safety, underwriting, payroll auditing, premium collection, or policy processing at the State Compensation Insurance Fund. Individuals at this level have been trained in the area of their specialty and use this training to interpret and apply concepts of workers' compensation insurance law in that specialty area. Positions allocated to this class differ from those in the professional Workers' Compensation Insurance Representative series in that Workers' Compensation Insurance Technicians typically perform primarily office duties; have narrower established limits within which to operate; work within specific State Fund guidelines and procedures; and are closely supervised.

 

Positions in this class are not designated as management or supervisory, although incumbents may occasionally act as "leadpersons" performing such functions as training new staff or reviewing the assignments of lower level staff. Such leadpersons have duties substantially similar to those of their "subordinates". They do not have the authority in behalf of management to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, discipline, or responsibly direct other employees, to adjust their grievances or to effectively recommend such actions.

Typical Tasks

Positions allocated to the Workers' Compensation Insurance Technician classification perform the more routine work in the general areas of claims adjusting, sales, safety, underwriting, payroll auditing, premium collection, policy processing or ancillary support services including, but not limited to: examining applications for workers' compensation insurance; writing and servicing policies for smaller accounts; compiling and appraising past losses and other data preparatory to issuing renewal policies; assigning payroll classifications and rates for initial premium billing; monitoring the collection of outstanding premiums; following up on outstanding payroll reports; reviewing files for deposit adequacy; examining, determining liability and adjusting short-term disability compensation claims; reviewing cases for medical and expense adjustment; approving bills for medical expenses; and preparing routine correspondence related to the aforementioned responsibilities.

Minimum Qualifications

Either I

 

Two years of experience in California state service performing the duties of a class with a level of responsibility equivalent to an Office Assistant, Range B.

Or II

 

Three years of experience in customer relations/services, or workers' compensation insurance, or administrative/technical office work. (Experience in California state service applied toward this pattern must be performing the duties of a class with a level of responsibility equivalent to an Office Assistant, Range B.)

Or III

 

Completion of at least 60 semester or 90 quarter units of college.

Knowledge and Abilities

Knowledge of: Methods, practices and terminology used in business record-keeping work; business practices and conditions.

 

Ability to: Interpret the provisions of workers' compensation insurance policies; make arithmetic calculations with speed and accuracy; follow directions; work cooperatively with others; analyze data accurately; communicate effectively.

Special Personal Characteristic

Ability to qualify for a fidelity bond at time of appointment.

Additional Desirable Qualifications

Equivalent to college level course work which has contributed to the development of arithmetic, communication, and analytical skills.
