Definition
Under general direction, in the Department of Rehabilitation, to plan, organize, develop, and administer the statewide program providing consultation and assistance in developing and monitoring habilitation programs for the severely disabled; and to do other related work.
Typical Tasks
Plans, organizes, monitors, and directs the activities of the statewide Habilitation Services Program designed to develop the independent living skills, prevocational, skills and maximum potential of the severely disabled in the community; provides management consultation to community work activity centers on habilitation services; directs the establishment of payment fees for the work activity programs; prepares and assists with the formulation of policies which affect the program; determines overall program needs and fiscal priorities; coordinates an interagency committee and works with officials of state, Federal and local governments to ensure effective habilitation services; meets with various organizations representing the severely disabled; supervises and trains personnel; reviews and analyzes legislation affecting the Habilitation Services Program; consults with field staff regarding program implementation and impact; reviews, reports, and recommendations; prepares reports; dictates correspondence; makes oral presentations.
Minimum Qualifications
Either I
One year of experience performing the duties of a Program Administrator II, Department of Rehabilitation.
Or II
Two years of experience performing the duties of a Program Administrator I, Department of Rehabilitation.
Or III
Two years of experience performing the duties of a Program Supervisor, Department of Rehabilitation, in the Habilitation Services Program, providing review and approval of habilitation services plans for severely disabled individuals.
Or IV
Experience: Four years of administrative experience in a comprehensive rehabilitation program or center which provided multifaceted services for the severely disabled. (Experience in the California state service applied toward this requirement must be performing the duties of a class with a level of responsibility not less than that of Program Supervisor, Department of Rehabilitation.) and
Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: Federal and State laws, regulations, and policies relating to the programs of the Department of Rehabilitation and to habilitation programs; principles of personnel management, effective supervision and staff development; departmental and State affirmative action and upward mobility goals and policies; Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to: Plan, organize, and direct a statewide program providing consultation and assistance in developing and monitoring habilitation services for the severely disabled; analyze and interpret complex data; analyze situations accurately and take effective action; establish and maintain cooperative relationships with interagency sponsors and others contacted in the course of the work; direct the work of others; speak and write effectively; effectively contribute to the Department's affirmative action objectives.
