Scope

This series specification describes four classes in the specialized field of Apprentice Standards.

Definition of Series

Classes in this series are involved in the development and maintenance of apprenticeship and other on-the-job training programs and enforcement of compliance to applicable Federal and State laws.

Factors Affecting Position Allocations

Level and variety of work, degree of supervisory responsibility, size of staff, geographic area of concern, and program and policy involvement serve as differentiating factors between individual classes.

Definition of Levels

Apprenticeship Consultant

This is the full journeyman level. At this level, incumbents organize, develop and maintain joint apprenticeship and other on-the-job training committees in assigned areas; advise and assist individuals and employer and employee groups concerning apprenticeship standards; promote equal opportunity in the programs; conduct reviews and audits of apprenticeship programs; enforce compliance as required by Federal and State laws; and do other related work.

Senior Apprenticeship Consultant

This is the first supervisory level. Incumbents handle the more complex problems described above, and plan, organize, direct and coordinate the work of a group of Apprenticeship Consultants in one or more district offices; participate in the selection and training of staff; assign caseloads; evaluate staff performance and take or recommend appropriate action; interpret and apply divisional administrative policies, determine need for and justify new positions, additional equipment and space requirements.

Area Administrator, Division of Apprenticeship Standards

This is the second supervisory level. Incumbents either (1) plan, organize and direct the work of a group of district offices in a major geographical area; interpret and apply divisional administrative policies and coordinate and evaluate area activities to insure uniform application of those policies; propose changes in administrative policies and practices; provide direction and consultation to district staff in the handling of difficult cases; select and train personnel, evaluate performance and take or recommend appropriate action, or (2) provide statewide technical supervision in a major program area.

Assistant Chief, Division of Apprenticeship Standards

Incumbents at this level either (1) assist in the administration of the work of the division by planning, organizing, directing and coordinating the work of the division's offices in its four geographic areas; confer with and advise area administrators, and others on difficult problems; or (2) plan and direct the administrative, fiscal, and personnel management functions of the division; assist the division chief in the formulation or revision and implementation of administrative and enforcement policies and procedures; analyze proposed legislation and advise the Chief of the need for or the effect of proposed legislation on the program of the division; act for the Chief in the latter's absence or as directed.

Minimum Qualifications

Apprenticeship Consultant

Either I

 

One year of experience in the California state service performing the duties of an Industrial Relations Representative, Range C.

Or II

 

One year of experience in another State, Federal or private agency performing duties comparable to those of an Apprenticeship Consultant.

Or III

 

Experience: Three years of experience in one or a combination of the following types of work. (Possession of a trade certificate issued by the California Apprenticeship Council may be substituted for one year of the required experience.):

 

1. As representative of a responsible organization, promoting or placing women and/or disadvantaged minority persons in apprenticeship or other on-the-job training programs approved in accordance with the Labor Code; or

 

2. Coordinating, directing, or developing jobs for an on-the-job training program for apprentices or trainees in skilled or semiskilled occupations; or

 

3. Negotiating and maintaining collective bargaining or trust agreements which included apprenticeable occupations, and establishing and maintaining working standards and conditions; or

 

4. As a certified instructor, coordinator or supervisor of classes in an apprenticeable occupations, or an on-the-job training instructor; or

 

5. As an active representative of a labor or management organization on a Joint Apprenticeship Committee approved in accordance with the Labor Code.

Senior Apprenticeship Consultant

Either I

 

One year of experience performing the duties of the class of Apprenticeship Consultant.

Or II

 

Two years of experience in another State, Federal or private agency performing duties comparable to those of an Apprenticeship Consultant.

Or III

 

Four years of experience in one or a combination of the following types of work at least one year of which shall have been in a supervisory capacity. (Possession of a trade certificate issued by the California Apprenticeship Council may be substituted for one year of the required experience.):

 

1. As a representative of a responsible organization, promoting or placing women and/or disadvantaged minority persons in apprenticeship or other on-the-job training programs approved in accordance with the Labor Code; or

 

2. Coordinating, directing, or developing jobs for an on-the-job training program for apprentices or trainees in skilled or semiskilled occupations; or

 

3. Negotiating and maintaining collective bargaining or trust agreements which included apprenticeable occupations, and establishing and maintaining working standards and conditions; or

 

4. As a certified instructor, coordinator or supervisor of classes in an apprenticeable occupation, or an on-the-job training instructor; or

 

5. As an active representative of a labor or management organization on a Joint Apprenticeship Committee approved in accordance with the Labor Code.

Area Administrator, Division of Apprenticeship Standards

Either I

 

One year of experience performing the duties of the class of Senior Apprenticeship Consultant.

Or II

 

Two years of experience performing the duties of the class of Apprenticeship Consultant.

Or III

 

Three years of experience in another State, Federal or private agency performing duties comparable to those of an Apprenticeship Consultant.

Or IV

 

Five years of experience in one or a combination of the following types of work at least two years of which shall have been in a supervisory capacity. (Possession of a trade certificate issued by the California Apprenticeship Council may be substituted for one year of the required experience.)

 

l. As a representative of a responsible organization, promoting or placing women and/or disadvantaged minority persons in apprenticeship or other on-the-job training programs approved in accordance with the Labor Code; or

 

2. Coordinating, directing, or developing jobs for an on-the-job training program for apprentices or trainees in skilled or semiskilled occupations; or

 

3. Negotiating and maintaining collective bargaining or trust agreements which included apprenticeable occupations, and establishing and maintaining working standards and conditions; or

 

4. As a certified instructor, coordinator or supervisor of classes in an apprenticeable occupation, or an on-the-job training instructor; or

 

5. As an active representative of a labor or management organization on a Joint Apprenticeship Committee approved in accordance with the Labor Code.

Assistant Chief, Division of Apprenticeship Standards

Either I

 

One year of experience in the California state service performing the duties of the class of Area Administrator, Division of Apprenticeship Standards.

Or II

 

Two years of experience in the California state service performing the duties of the class of Senior Apprenticeship Consultant.

Or III

 

Three years of experience in the California state service performing the duties of the class of Apprenticeship Consultant.

Or IV

 

Five years of experience in another State, Federal or private agency performing duties comparable to those of an Apprenticeship Consultant.

Or V

 

Five years of experience in one or a combination of the following types of work, three years of which shall have been in an administrative or supervisory capacity. (Possession of a trade certificate issued by the California Apprenticeship Council may be substituted for one year of the required experience.):

 

1. As a representative of a responsible organization, promoting or placing women and/or disadvantaged minority persons in apprenticeship or other on-the-job training programs approved in accordance with the Labor Code; or

 

2. Coordinating, directing, or developing jobs for an on-the-job training program for apprentices or trainees in skilled or semiskilled occupations; or

 

3. Negotiating and maintaining collective bargaining or trust agreements which included apprenticeable occupations, and establishing and maintaining working standards and conditions; or

 

4. As a certified instructor, coordinator or supervisor of classes in an apprenticeable occupation, or an on-the-job instructor; or

 

5. As an active representative of a labor or management organization on a Joint Apprenticeship Committee approved in accordance with the Labor Code.

Knowledge and Abilities

Apprentice Consultant

Knowledge of: Techniques, methods and elements of adequate apprenticeship and other on-the-job training; job and training analysis techniques, purposes, functions, and policies of the Division of Apprenticeship Standards and the California Apprenticeship Council; California laws and regulations pertaining to apprenticeship and other training on the job; apprenticeable occupations; Federal and State laws and regulations pertaining to labor-management relations, wages, hours, working conditions, public works and fair employment practices; organization, policies and activities of the major labor union and employer associations; prevailing practices and precedents in regard to matters subject to collective bargaining agreements, including knowledge of master agreement negotiations and industry-wide bargaining and industrial relations problems; vocational education principles and programs and their relationship to apprenticeship and other on-the-job training.

 

Ability to: Read and write English at a level required for successful job performance; secure and maintain sympathetic cooperation of employers and labor organizations in formulating, supervising, and administering training agreements, and in developing opportunities for participation in apprenticeship and on-the-job training for minority group members, analyze situations accurately and adopt an effective course of action; address an audience effectively; use correct English and write effectively.

Senior Apprenticeship Consultant

Knowledge of: All of the above, and policies and procedures of the Division of Apprenticeship Standards and the Department of Industrial Relations; principles of personnel management, training and supervision; economic factors affecting employment in California.

 

Ability to: All of the above, and ability to plan, organize and direct the work of, and train others; conduct informal conferences; interpret and apply established policies and procedures of the Division of Apprenticeship Standards and the Department of Industrial Relations.

Area Administrator, Division of Apprenticeship Standards

Knowledge of: All of the above, and programs of the Division of Apprenticeship Standards and of the Department of Industrial Relations; principles and practices of public administration.

 

Ability to: All of the above, and ability to plan, organize and administer an area-wide program.

Assistant Chief, Division of Apprenticeship Standards

Knowledge of: All of the above, and budget preparation and control; administrative survey techniques and their application; fundamentals of report preparation on data processing equipment.

 

Ability to: Develop and administer a division-wide program-oriented management information system; evaluate, develop and implement program policies and procedures of the Division of Apprenticeship Standards and the Department of Industrial Relations; prepare and edit public education and information material; establish and maintain effective and cooperative relations with those contacted in the course of the work; develop and implement creative and unique methods and procedures for improved management.

Special Personal Characteristics

All Levels:

Willingness to travel and work irregular hours, tact, and understanding of the problems of minority groups.

Additional Desirable Qualification

All Levels:

Education equivalent to graduation from college.
