Scope

This series specification describes three levels of classes used in the Diversion Program at the Board of Medical Quality Assurance, Department of Consumer Affairs. The Diversion Program is a voluntary, medically oriented treatment program which seeks to rehabilitate physicians impaired by alcohol abuse, drug abuse, mental illness and/or physical disorders. The program was enacted by State law with the dual objectives of protecting the public health and safety while rehabilitating physicians impaired in one of these categories.

The scope of responsibilities includes monitoring the activities of impaired physicians, making decisions about their recovery program and directing and ordering compliance with the Diversion Agreement developed for each participant by a Diversion Evaluation Committee (DEC).

Typical Tasks

Typical tasks of the Diversion Program Compliance Specialists include: conduct interviews of program participants and hospital monitors; coordinate participant's activities with group facilitators, medical consultants, and community substance abuse experts and relatives; coordinate participant's activities; prepare reports on participant's status and progress in the program; review and monitor each participant's attendance at required meetings; audit physician's prescribing records, analyze the data and compare it to the prescribing privileges ordered by the Diversion Evaluation Committee; collect biological fluids for laboratory analysis or monitors other required directed biological testing; make recommendations on continuation or termination of participation in the program; and serve as liaison and provide technical assistance to private and governmental agencies, health care facilities, and drug treatment programs.

Definition of Levels

Diversion Program Compliance Specialist I

This is the entry level in the Diversion Program Compliance Specialist series. A Diversion Program Compliance Specialist�I monitors compliance to Diversion Program agreements for physicians who are recovering from alcoholism, drug addiction or mental illness; makes decisions and recommendations on the physicians' recovery program; and recommends continuation or termination of participation in the program.

Diversion Program Compliance Specialist II

Diversion Program Compliance Specialist�II is the supervisory level and is responsible for supervising lower level Compliance Specialists and for coordinating and directing the recovery program for participants and their compliance with Diversion Agreements. Incumbents work closely with Case Consultants and Facilitators to make major decisions on a participant's recovery program, and make decisions on the physician's participation in the program as well as their medical practices; and may personally perform the most complex and difficult duties within the program.

Diversion Program Administrator

This level is the Program Manager and is responsible for the overall operations and administrative functions of the Diversion Program. Incumbent provides program direction to the Compliance Specialist and a small staff of clerical employees. The incumbent makes the final recommendation on the physician's participation in the program to the Diversion Evaluation Committee. The incumbent represents the Board on all Diversion Program matters, makes presentations at seminars, and the Board of Medical Quality Review Committee meetings.

Minimum Qualifications

Diversion Program Compliance Specialist I

Experience: Two years of experience performing analytical staff work and/or clinical counseling work in a substance abuse treatment or prevention program. and

Education: Equivalent to graduation from college. (Supervisory, clinical counseling or administrative experience in the field of substance abuse treatment or prevention may be substituted for the required education on a year-for-year basis.)

Diversion Program Compliance Specialist II

Either I

One year of experience in the California state service performing duties equivalent in level of responsibility to those of a Diversion Program Compliance Specialist�I.

Or II

Experience: Three years of experience performing analytical staff work and/or clinical counseling work in the field of substance abuse treatment or prevention. This experience must have included responsibility for defining problems, analyzing facts, and preparing recommendations for action with supporting material. and

Education: Equivalent to graduation from college. (Supervisory, clinical counseling or administrative experience in the field of substance abuse prevention or treatment may be substituted for the required education on a year-for-year basis.)

Diversion Program Administrator

Either I

One year of experience in the California state service performing duties equivalent in level of responsibility to those of a Diversion Program Compliance Specialist�II.

Or II

Experience: Two years of experience performing the duties of a coordinator or director of a substance abuse treatment or prevention, rehabilitation, or education program at a level of responsibility equivalent to that of a Diversion Program Compliance Specialist�II. and

Education: Equivalent to graduation from college. (Supervisory, clinical counseling or administrative experience in the field of substance abuse prevention or treatment maybe substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

Diversion Program Compliance Specialist I

Knowledge of: Causes, prevention and treatment for chemical dependency; treatment of abnormal behavior and mental illness; principles of social welfare and case management; and interviewing techniques.

Ability to: Gather data, analyze situations accurately and adopt an effective course of action; reason logically, draw valid conclusions and make appropriate recommendations; read comprehensively; follow oral and written instructions; establish and maintain effective cooperative relationships with those contacted in the course of the work; write clear and comprehensive status reports, and correspondence; present ideas and information effectively both orally and in writing.

Diversion Program Compliance Specialist II

Knowledge of: All of the above, and principles of effective leadership and supervision; current trends in substance abuse treatment or prevention and public health; approved and recommended working environments for substance abuse physicians; principles and practices of staff development and management; a supervisor's role in the Affirmative Action Program and the processes available to meet affirmative action objectives; methods and problems in the supervision and rehabilitation of participants.

Ability to: All of the above, and plan, organize and direct the work of others; consult with and advise administrators on participant status and the functions of the Diversion Program; communicate, motivate, and lead; work with personnel in substance abuse professions in coordinating substance abuse treatment or prevention services; effectively contribute to the Department's affirmative action objectives.

Diversion Program Administrator

Knowledge of: All of the above, and principles, practices, problems and trends in substance abuse treatment or prevention programs; principles and practices of organization, personnel administration and supervision; principles of community organizations, and functions of public and private agencies concerned with substance abuse treatment or prevention; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

Ability to: All of the above, and develop program policies, standards and procedures; and effectively direct a professional, technical and clerical staff operating a complex program.

Additional Desirable Qualifications

All Levels:

A certificate in Chemical Dependency from a college or university; California Association of Alcohol and Drug Abuse Counselors (CAADAC); or Certified Alcoholism Counselors (CAC).
