Scope

This series specification describes three classes used by the Department of Justice to perform the technical work involved in compiling, analyzing, evaluating, correlating, and disseminating criminal intelligence information provided by local, State, and Federal law enforcement agencies relative to general criminal activities and organized criminal groups.

Definition of Series

Criminal Intelligence Specialist collect, analyze, and evaluate criminal intelligence information by selecting essential elements, correlating new information with existing information, and disseminating this information to law enforcement agencies; aid in identification, investigation, and prosecution of criminals; provide information to assist in coordinating investigations between jurisdictions; conduct analytical research relating to organized criminal activity including link analyses; provide expert consultation to law enforcement agencies; provide liaison to law enforcement agencies to insure a continuing flow of information; make presentations to law enforcement personnel and civic groups; assist in preparing such special programs as intelligence training; prepare reports, publications, correspondence, graphs, and charts relating to major criminal activities and organized criminal groups; testify in court; and assist law enforcement at crime scenes.

Definition of Levels

Criminal Intelligence Specialist I

This is the entry training and first working level in the series. Incumbents perform simple, routine duties involving the analysis of criminal information contained in reports provided by local, State, and Federal law enforcement agencies relating to criminal activities and groups; the selection of essential elements contained in these reports; the correlation of new information with existing information; the dissemination of information to local, State, and Federal law enforcement agencies; and the writing of reports on criminal activities.

Criminal Intelligence Specialist II

This is the higher journeyperson level in the series. Under general direction, Criminal Intelligence Specialists II perform the more difficult analysis of intelligence information; provide consultation to law enforcement agencies in their areas of expertise; conduct analytical research; assist in training of Criminal Intelligence Specialist I and clerical support; provide liaison to local, State, and Federal law enforcement agencies to insure a continuing flow of information; and prepare reports, publications, charts, and correspondence.

Criminal Intelligence Specialist III

This is the working supervisor level in the series. Incumbents at this level assist in supervising a group of Criminal Intelligence Specialists I and II; perform the most complex analytical research, including link analyses; make presentations to law enforcement personnel and civic groups; assist in preparing such special programs as intelligence training; prepare reports, publications, correspondence, graphs, and charts relating to complex criminal activity in organized groups; testify in court; and assist law enforcement at the crime scene. Criminal Intelligence Specialist III may be assigned highly specialized identification duties which do not include supervision.

Minimum Qualifications

Criminal Intelligence Specialist I

1. One year of experience in the California state service performing the duties of a Criminal Identification and Intelligence Assistant; or

2. Equivalent to completion of two years of college; or

3. Two years of experience performing criminal intelligence related duties in a governmental law enforcement agency. (Experience in California state service applied toward this requirement must be performing duties of a class comparable in level of responsibility to those of an Office Services Supervisor I.)

Criminal Intelligence Specialist II

Either I

One year of experience in the California state service performing criminal intelligence duties comparable in level of responsibility to those of a Criminal Intelligence Specialist I.

Or II

Experience: Two years of experience performing the technical phases of criminal intelligence work in a governmental law enforcement agency. (Experience in California state service applied toward this requirement must include at least one year performing criminal intelligence duties comparable in level of responsibility to those of a Criminal Intelligence Specialist I.) and

Education: Equivalent to completion of two years of college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Criminal Intelligence Specialist III

Either I

One year of experience in the California state service performing criminal intelligence duties comparable in level of responsibility to those of a Criminal Intelligence II.

Or II

Experience: Three years of experience performing the technical phases of criminal intelligence work in a governmental law enforcement agency. (Experience in California state service applied toward this requirement must include at least one year performing criminal intelligence duties comparable in level of responsibility to those of a Criminal Intelligence Specialist II.) and

Education: Equivalent to completion of two years of college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

All Levels:

Knowledge of: Criminal intelligence techniques and procedures; types of crimes and modus operandi used.

Ability to: Gather, analyze, evaluate, and collate information contained in reports and arrive at logical conclusions and recommendations; prepare correspondence and reports; analyze situations accurately, and adopt an effective course of action; collect, analyze, and evaluate criminal intelligence and disseminate the result in verbal and written form to law enforcement agencies.

Criminal Intelligence Specialist III

Knowledge of: In addition to the above, principles and techniques of personnel management and supervision; Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

Ability to: In addition to the above, assign and direct the work of subordinates; perform complex analytical tasks; effectively contribute to the Department's affirmative action objectives.
