Definition
Under the general direction of the Medical Officer, State Personnel Board, to conduct medical evaluations of applicants, disability and occupational injury claimants, to give professional advice and guidance to the staff and members of the State Personnel Board and to departmental representatives on the medical phases of the personnel program of the State; to carry out a preemployment physical examination program; and to do other work as required.
Typical Tasks
As assistant to the Medical Officer, State Personnel Board, assists in the establishment and review of medical standards for State jobs, determines positions or classes which require special health and physical examinations; recommends job-related standards to be established and means of determining the standards are met; determines jobs which can be effectively filled by persons with physical handicaps and advises on the testing and placement of such persons; develops and carries out a pre-employment physical examination program including the reviewing of reports of medical examinations submitted as part of civil service examinations and the recommending of appropriate action; assists the Board staff in developing and rating examinations for classes in the medical field and in drafting specifications for medical classifications; serves as a member of the medical advisory committee; acts as consultant to the Board staff who process medical appeals; dictates correspondence and prepares reports.
Minimum Qualifications
Possession of a valid license issued by the Board of Medical Quality Assurance of the State of California to practice as a physician and surgeon, a valid license issued by the Board of Osteopathic Examiners of the State of California to practice as a physician and surgeon, or possession of a license to practice as a physician and surgeon in the applicant's home state and eligibility for such a license in California. (Candidates who are successful in the examination must secure a license to practice as a physician and surgeon in California before they can be considered eligible for appointment.) and
Three years of experience in the practice of medicine. (Successful completion of one year of graduate study toward a Master's Degree in Public Health or its equivalent in a recognized school of public health may be substituted for one year of the required experience.)
Knowledges and Abilities
Knowledge of: Modern principles and practices of general medicine with particular reference to preventive medicine and the general diagnosis of physical and mental diseases and disorders; principles of public health administration; principles and techniques of personnel management.
Skill in: Determining and applying the physical requirements for State positions.
Ability to: Secure the cooperation of employees and administrative officials in developing and carrying on programs to improve employee health; establish and maintain cooperative relationships with those contacted in the work; speak and write effectively; analyze situations accurately and adopt an effective course of action.
