Definition
Under general direction, to plan, organize, direct and coordinate the marketing and sales program for prison industries; to contribute to the formulation of statewide prison industries programs, operations and policies; and to do other related work.
Typical Tasks
As a Branch Chief reporting to the General Manager, Prison Industry Authority, is responsible for the prison industries marketing and sales program, including market analysis and research, advertising and sales promotion, product pricing, sales and customer relations; as a member of the General Manager's executive staff, contributes to the formulation of new and modified programs, operations and policies; recommends establishment of new or expansion of existing industries and markets based on customer needs and market opportunities; establishes and maintains cooperative working relationships with, and coordinates the activities of the marketing branch with Wardens/Superintendents of the institutions and with industrial enterprises, product services and administrative services operations within prison industries.
Provides leadership to market research through initiating and directing the study and analysis of industry products, costs, sales volume, prices and customer acceptance; directs the collection of data on future needs and demand for products produced by prison industries; causes production/sales forecast to be prepared as guidelines for production and sales activities; monitors the implementation for revision of operational plans and update of long- term activities; initiates special studies of potential new product lines for future market expansion; ensures prices are periodically reviewed to reflect the need for possible change to reflect inflation, competition and industrial costs; directs, through the sales organization, the collection of data for sales, costs, product pricing and new markets.
Directly supervises subordinate supervisors and technical staff; identifies training needs of subordinates and develops appropriate training plans; provides leadership to staff in dealing with persons of different sex and ethnic backgrounds and in promoting affirmative action; represents the prison industry authority in contact with public and private organizations; prepares reports and correspondence.
Minimum Qualifications
Either I
In the California state service, one year of experience performing the duties of a Sales Manager, Prison Industries, or two years performing the duties of a Sales Representative, Prison Industries.
Or II
Experience: At least two years' experience as a marketing product manager with responsibility for market research, sales forecasting, advertising, sales promotion and product pricing, including supervision of a professional marketing staff. This responsibility must have included a variety of products. and Education: Equivalent to graduation from college, preferably with a major in business administration, economics, public administration or a closely related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: Marketing management principles and practices including sales promotion and merchandising techniques; cost-volume- profit analysis; customer demand to management; methods of market research; types of articles suitable for prison production; principles of effective management, supervision and training; laws affecting the pricing, promotion and distribution of prison-made goods; modern concepts of penology; the Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to: Plan, organize, direct and coordinate a large-scale marketing and sales program involving a variety of industrial and agricultural products; conduct market analysis and research; direct the work of others; establish and maintain effective working relations with those contacted in the work; demonstrate resourcefulness and initiative in analyzing and solving difficult or unusual problems; speak and write effectively; effectively contribute to the department's affirmative action objectives.
Special Personal Characteristics
Interest in correctional rehabilitation programs; demonstrated supervisory and administrative ability; demonstrated ability to work effectively with representatives of various levels of government.
Additional Desirable Qualifications
Experience as a manager of a sales force with responsibilities for training, directing, evaluating and coordinating sales personnel.
