Definition
Under administrative direction, to plan, organize and direct a statewide program of transportation management for the California Highway Patrol; and to do other related work.
Typical Tasks
Develops, recommends and applies departmental policy for the purchase, equipping, assigning, maintenance and disposition of a fleet of motor vehicles, including Highway Patrol cars, motorcycles, trucks, and other units of ancillary transportation equipment; directs the preparation, display and sale of surplus used motor vehicle equipment; studies the specialized needs of the Patrol and develops equipment engineering specifications; directs a staff of equipment engineers in the development and manufacture of prototype equipment and recommends specifications for the purchase of vehicles and accessories; review and implements improvements in vehicle maintenance methods, equipment installation techniques and record- keeping procedures; analyzes vehicle operating reports and records; makes recommendations to assist line officers in securing the most effective and economical use of vehicles; periodically makes field visits and inspects vehicles to review equipment maintenance problems or mechanical failure and to determine the effectiveness of established policies; devises methods and procedures for the testing of vehicles; recommends appropriate testing facilities; directs the development and use of equipment operation manuals and equipment preventive maintenance training plans; represents the Highway Patrol with manufacturers of vehicles and accessories; acts as a liaison and consultant with other agencies, Federal, State and local, on matters involving fleet motor transportation; conducts special studies on various phases of automotive fleet operations; participates in investigations of fatal accidents involving departmental vehicles to determine if equipment was operating properly at the time of the accident or there is a need for additional safety equipment or product redesign; acts as special technical advisor to departmental Occupational Safety Board; prepares and recommends for approval the budget of the Motor Transport Section; supervises an automotive engineering staff, clerical and administrative staff, and equipment installers, both locally and in the field; dictates correspondence and prepares reports.
Minimum Qualifications
Experience: Broad and extensive (more than five years) supervisory experience in the operation, maintenance and related engineering work connected with a large automotive fleet. and Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: The principles of operating a fleet of motor vehicles; preventative maintenance and methods; costs involved in the operation of automobiles, motorcycles, trucks, and other units of transportation equipment; the principles of business administration, with special reference to property management and control; motor vehicle testing techniques, engineering and facilities; procedures for the purchase and disposition of motor vehicles; the transportation needs of law enforcement agencies; motor vehicle equipment repair methods; automotive inspection techniques; principles of effective supervision.
Ability to: Develop, install, and supervise the operation of cost control record systems; analyze and recommend budgetary needs; coordinate a vehicle fleet maintenance program among widely scattered field offices; set up specifications for the purchase of vehicles and accessories and ancillary equipment; plan and establish procedures to secure maximum utilization of a fleet of vehicles; evaluate vehicle operations and develop appropriate standards, policies, procedures and methods; analyze situations accurately and take effective action; develop cooperative and prepare reports.
