Scope
This series describes Painter classifications utilized by various State agencies. Positions in these classes perform or supervise the preparation, painting and finishing of wood and metal surfaces; the preparation to cost estimates; the maintenance of tools and equipment in good repair; and preparation of simple reports.

Painter Supervisor |
Description of Series
Positions in this series may supervise or direct the work of patients or institutional clients of the State of California not in a correctional facility. There is a parallel classification series of Painter (Correctional Facility) which is utilized by the Department of Corrections and the Department of the Youth Authority. These positions may supervise inmates and are subject to safety requirement.
Entry Level
Entry into this series is typically from the class of Painter I.
Factors Affecting Position Allocation
The number and level of subordinate staff; responsibility for cost estimation, material requisitioning and job layout; and enforcement and safety standards.
Definition of Levels
Painter I
This is the entry class and the first journey level of this series. Incumbents scrape, sand and fill surfaces in preparation for painting and finishing; apply undercoats and finish coats with brush or by spray machines; paper hang; and match paints and finishes; clean and maintain brushes and other equipment; paint simple designs; estimate the cost of painting jobs; advise in the selection, ordering, and storing of painting materials; consult with other tradespeople; keep simple records and make reports; instruct and lead unskilled assistants.
Painter II
This is the working leadworker level. In addition to the duties of Painter I, incumbents at this level may prepare lists of materials and supplies; estimate job costs; lay out a job; and direct the work of three or more helpers or craftspeople exercising only limited supervisory responsibility.
Painter Supervisor
This is the first full supervisory level. Incumbents plan, lay out, direct and inspect the work of a crew of painters and other workers engaged in general painting and finishing of buildings and equipment; requisition materials and supplies; see that work is carried out according to plans and specifications, and is properly correlated with other trades; inspects scaffolds, ladders, ropes, hooks and other painting and safety equipment; and see that safety regulations are followed.
Minimum Qualifications
Painter I
Either I
Completion of a recognized apprenticeship in painting and finishing. (Apprentices who are within six months of completing their apprenticeship program may be admitted to the examination, but must present evidence of completion prior to appointment.)
Or II
Fours years of varied experience in the painting and finishing of wood and metal surfaces. An Associate of Arts or Certificate of Arts Degree in Painting and Finishing from an accredited community college may be substituted for two years of the required experience. (Students who are within six months of completing their degree will be admitted to the examination but must present evidence of completion prior to appointment.)
Painter II
Either I
One year of varied experience as a journey level painter.
and
Completion of a recognized apprenticeship in painting and finishing.
Or II
Five years of varied experience in the painting and finishing of wood and metal surfaces. An Associate of Arts or Certificate of Arts Degree in Painting and Finishing from an accredited community college may be substituted for two years of the required experience. (Students who are within six months of completing their degree will be admitted to the examination, but must present evidence of completion prior to appointment.)
Painter Supervisor
Either I
Two years of varied experience as a journey level painter.
and
Completion of a recognized apprenticeship program in painting and finishing.
Or II
Six years of varied experience in painting and finishing. An Associate of Arts or Certificate of Arts Degree in Painting and Finishing from an accredited community college may be substituted for two years of the required experience. (Students who are within six months of completing their degree will be admitted to the examination but they must present evidence of completion prior to appointment.)
Knowledge, Skills and Abilities
Knowledge of: Principles, methods, materials tools and equipment used in painting, finishing, and paper hanging work; painting Safety Orders of the Division of Industrial Safety.
Skill In: Brush and spray painting, paper hanging, mixing paints, finishing materials, and blending and matching colors.
Ability to: Mix paints and match colors; scaffolding and rigging: do paper hanging; estimate materials needed; keep simple records and make reports; follow oral and written directions; read and write English at a level appropriate to the classification; and erect and paint from ladders.
Painter I
Ability to: All of the above, and follow oral and written instructions; instruct and lead unskilled assistants.
Painter II
Ability to: All of the above, and instruct, direct and coordinate the work of a small crew; follow oral and written instructions.
Painter Supervisor
Knowledge of: All of the above, and techniques of effective supervision; the department's affirmative action objectives; a managers's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to: All of the above, and plan, lay out, direct and inspect the work of a crew of painters and helpers; effectively contribute to the department's affirmative action objectives.
