Definition
Under general direction of the Chief Counsel, Department of General Services, C.E.A., to assist in planning, organizing, and directing the work of the legal staff; and to do other related work.
Typical Tasks
Assists in planning, assigning, directing, and reviewing the work of the legal staff of the Department, giving recommendations and final approval on matters such as: acquisition of land by purchase or condemnation; negotiation and review of leases, contracts, and agreements; review of construction contracts, the awarding of bids for construction contracts, claim of contractors against the State and of the State against contractors, service agreements with other State agencies or private firms, cooperative agreements with the Federal Government and other governmental agencies, and all claims for damages against the State arising out of the Department's activities; gives oral and written legal advice to the Director and in the absence of the Chief Counsel, advises on all matters relating to the work of the Department; assists the Chief Counsel in the preparation of pleadings, briefs, and other documents in connection with legal matters before State boards and agencies, and, as directed and authorized by the Attorney General, represents the Department before such boards and agencies; attends meetings and conferences and appears as the legal representative of the Department; reviews, analyzes, revises, and makes recommendations on proposed legislation and rules and regulations, and, as directed, appears before legislative committees presenting the views of the Department on proposed legislation; appears before trial and appellate courts; advises and assists the Attorney General and other State agencies regarding matters involving the work of the Department; supervises a technical staff performing the legal work of the Department; selects and trains personnel, evaluates their performance, and takes or recommends appropriate action; relieves the Chief Counsel of administrative and management activities as necessary; prepares reports; and initiates and reviews correspondence.
Minimum Qualifications
Membership in The State Bar of California. (Applicants must have active membership in The State Bar before they will be eligible for appointment.) and Either I Two years of experience in the California state service performing legal duties at a level of responsibility equivalent to a Staff Counsel, Range D.

Five years of legal experience* in work involving the handling of civil matters including the acquisition of property.
Knowledge and Abilities
Knowledge of: Legal principles and their application and legal procedures and terminology, with particular reference to matters involving fiscal practices, contracts, tort liability, purchase and transfer of real property, and condemnation proceedings in the State of California; law of contracts and procedures involved in the purchase and transfer of real property; financial and accounting laws of the State of California; constitutional and administrative law; court procedures and rules of evidence; principles and techniques of quality management, performance improvement, team building, and customer service; principles and practices of employee supervision, development, training, and personnel management; equal employment opportunity policies; formal and informal aspects of the legislative process; and the goals and policies of the administration and Department of General Services.
Ability to: Plan, organize, and direct the work of others; analyze legal problems and apply legal principles and precedents to a particular set of facts; present statements of fact, law, and arguments clearly and logically in written and oral form; draft rules and regulations and proposed legislative measures; perform legal research; develop and utilize all available resources; represent the Department of General Services at public hearings and other forums; reason logically and creatively; develop and evaluate alternatives; analyze facts and data and present ideas and information effectively; establish and maintain project priorities; gain and maintain the confidence and cooperation of those contacted during the course of work; consult with and advise administrators or other interested parties on a wide variety of subject-matter areas; promote and be accountable for customer satisfaction and quality service; initiate or recommend changes that promote innovative solutions to meet customer needs; and review and edit legal writing.
