Definition
Incumbents in this parenthetical specialty are distinguished from other Research Program Specialists by being required to: design and perform research and statistical studies that test the impact of policy changes on the State's mental health service delivery system; ensure compliance with guidelines on "informed consent" and "confidentiality" requirements, proposing and costing out alternative solutions to mental health problems; prepare conclusive scientific mental health research and evaluation studies and reports; analyze legislatively mandated health program evaluation requirements and complex study design.
Minimum Qualifications
Experience and education which provides the ability to independently and successfully direct and perform complex mental health-related research; and all of the requirements specified in the Research Program Specialist (General) class.
The pertinent experience specified in the Research Program Specialist II (General) means one year of experience equivalent to Research Program Specialist I.
Knowledge and Abilities
Knowledge of: Current research and evaluation literature, methodology and techniques and findings relative to the field of mental health; problems characteristic of the mentally disabled and associated treatment, intervention techniques; treatment mobilities and diagnostic categories; mental health services and programming and State, Federal and departmental regulations pertaining to mental health.
Ability to: Translate legislatively mandated mental health program evaluation requirements into scientifically rigorous study designs; translate departmental policy into action programs and/or test the impact of policy changes; evaluate the adequacy and merit of proposed research and evaluation study designs and techniques; provide expert consultation on the feasibility impact or potential of a variety of mental health operations, projects or proposals to the department and to other organizations; provide technical assistance to professional personnel; do independent creative thinking; and write clear and concise studies and reports.

Demonstrated ability to act independently; initiative; flexibility; and tact.
Desirable Qualifications
Experience in California state, county or city service performing mental health-related research duties; graduation from college with a major in mental health, social/behavioral, biological, statistical or health science.
