Definition
Under general direction, to supervise the work of a staff engaged in appraisal and negotiation work for the acquisition of real property and rights of way; to apply statewide quality standards in reviewing property acquisition and right-of-way work; and to do other related work.
Typical Tasks
Plans, organizes, and directs the work of a staff engaged in real property appraisal and negotiation work; makes determinations concerning difficult technical problems encountered in the work; assists with or personally completes negotiations where unusual difficulties arise in the negotiation for use of or purchase of real property; secures, examines, and interprets title reports for real property acquired, and directs the preparation and execution of the necessary documents to secure clear titles; supervises the preparation of deeds, reconveyances, agreements, and other documents involved in leasing or acquiring real property; reviews, approves, and submits estimates and appraisals of the costs of rights of way and real property; makes review appraisals, appraisals for leasing or acquiring of high value properties, and appraisals to be used in condemnation suits; establishes standards and criteria for appraisal reports; trains the staff, evaluates its performance, and takes or recommends appropriate action; applies statewide quality standards in reviewing real property acquisition and right-of-way work performed by other agents; serves as an expert witness in condemnation trials; recommends and secures the services of private appraisers when necessary; consults with expert witnesses, attorneys, and other agencies concerning the preparation of condemnation suits and other legal actions; directs the clearance of buildings and structures from rights of way as provided by agreement; and may also supervise staff engaged in property title work when the title work is performed in conjunction with property appraisal and negotiation work for the acquisition of real property and rights of way.
Minimum Qualifications
Either I
Two years of experience in the California state service performing the duties of a class comparable in level of responsibility to an Associate Land Agent.
Or II
Experience: Four years of experience in the acquisition of real property or rights of way for public use, including at least two years of experience in the independent appraisal or negotiation for acquisition of major and complex real properties involving large sums, condemnation, damages, special use, and similar complicating factors. and
Education: Equivalent to graduation from college. (Additional qualifying experience or experience in real property management, title work, or in real estate practice may be substituted for the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: Laws pertaining to real property and rights-of-way acquisition; real property appraisal and negotiation principles, practices, and procedures; policies, procedures, and practices of land acquisition in the California state service; legal procedures and documents involved in real estate transactions; real property values and the effect of economic trends on property values; principles of personnel management and effective supervision; department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to: Direct the work of a staff; conduct successful negotiations with property owners; make accurate appraisals of real property including the appraisal of severance and consequential damage; analyze situations accurately and adopt an effective course of action; speak effectively and appear in court as a responsible and competent witness; write clear and concise reports; effectively contribute to the department's affirmative action objectives.
