Definition
Under direction, to plan, organize and direct the presentation of thoroughbred, quarter horse, appaloosa and arabian racing events in conjunction with the California State Fair race meet; to organize and direct the satellite wagering operation; to administer and inspect for compliance contracts of tenant racing associations and other groups utilizing track, grandstand and barn facilities; to organize and direct interim events activities in the racing facility; and to do other related work.
Typical Task
Plans and directs the California State Fair race meet; supervises preparation of the facility for racing activities to ensure compliance with rules and regulations of the California Horse Racing Board; administers and inspects for compliance contracts with tenant racing associations and other groups utilizing the racing facilities for scheduled activities; coordinates reimbursable maintenance and operation work orders and serves as the State Fair's liaison with such groups; organizes and directs interim activities of the racing facilities; organizes and directs the satellite wagering operation; coordinates and inspects all preparation, setup and takedown of temporary facilities required for user activities; organizes, promotes and directs the Winter Training Program and auxiliary stabling program; represents the California Exposition and State Fair in legislative, governmental and associate matters related to the racing industry; develops promotional material; makes speeches and presentations; prepares reports and memoranda; dictates correspondence; supervises permanent intermittent and seasonal staff during peak work periods.
Minimum Qualifications
Three years of responsible experience in organization, program development and administration in the racehorse industry, with major emphasis in planning and directing.
(Completion of a horse racing management curriculum from an accredited college or equivalent degree approved by the California Superintendent of Public Instruction under the provisions of California Education Code Section 94310 may be substituted for two years of administrative experience.)

Knowledge and Abilities
Knowledge of: Rules, regulations, methods and problems involved in organizing and presenting racing meets; the thoroughbred, quarter horse, appaloosa and arabian industries; satellite wagering; legal forms, procedures and requirements involved in the negotiation and preparation of effective service contracts; educational programs, associations and institutions related to the race horse industry; principles of effective management and supervision; methods and techniques of effective public relations; Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to: Read and write English at a level required for successful job performance; maintain an effective organization under the pressure of seasonal work peaks and to foresee and meet necessary deadlines in planning and arranging racing activities; establish and maintain cooperative working relationships with individuals contacted in the course of business; direct the work of others; analyze situations accurately and take effective action; speak effectively before groups; effectively contribute to the Department's affirmative action objectives.
