Definition

Under general direction, manages the administrative support functions in a large field Area office with responsibility for the direct or indirect supervision of all nonuniformed personnel. Duties include responsibility for budgeting and other fiscal-related matters; facility and vehicle fleet management; accident and injury case management; conducting special studies related to field operations; preparation of correspondence and reports; providing information to the media; and performing other related work.

Typical Tasks

Plans, organizes, directs, and provides technical expertise, supervision, and leadership in a wide variety of administrative functions in a large field Area office. Responsibilities include budgeting; purchasing; fiscal evaluation and control; equipment inventory; organizing, assigning, and directing the work of nonuniformed employees; reviewing and approving work schedules; supervising and evaluating work performance; guiding and counseling immediate subordinates; identifying employee training needs; interviewing and hiring nonuniformed personnel; investigating personnel complaints; actively participating in the initial reporting, review, processing, and final resolution of a reported occupational accident, injury, or illness; monitoring injury and illness cases and implementing appropriate corrective measures as needed; providing follow-up contact with nonuniformed employees and maintaining ongoing communication with the employees' medical care providers; overseeing the repairs and maintenance of the office facility, grounds, and equipment to ensure a safe and functional work environment; coordinating necessary facility and equipment repairs and maintenance with vendors and contractors; managing the Area's vehicle fleet to ensure safety and cost effectiveness; monitoring vehicle mileage and down time resulting from repairs and service to ensure an acceptable level of vehicle availability; preparing special studies and reports on field deployment, personnel staffing, and enforcement and accident data; overseeing grant-funded enforcement programs and special projects; providing information to the media regarding traffic and other Area incidents.

Minimum Qualifications

Either I

 

Experience: One year of experience in the California state service performing staff duties such as fiscal management, budgeting, administrative analysis, personnel, or business services of a class at a level of responsibility not less than that of an Associate Governmental Program Analyst.

 

(Applicants who have completed six months of service performing the duties as specified above will be admitted to the examination, but they must satisfactorily complete one year of this experience before they can be eligible for appointment.)

Or II

 

Experience: Three years of increasingly responsible experience performing staff duties such as fiscal management, budgeting, administrative analysis, personnel, or business services. (Experience in the California state service applied toward this requirement must have included one year performing the duties of a class at a level of responsibility not less than that of an Associate Governmental Program Analyst.) and

 

Education: Equivalent to graduation from college, preferably with a major in Public or Business Administration. (Additional qualifying experience may be substituted for the required education on a year- for-year basis.)

Knowledge and Abilities

Knowledge of: Principles, practices, and modern methods of public and business administration with special emphasis on program, fiscal, and personnel management; budgetary preparation and control; principles and practices of employer-employee relations; the Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives; principles of accident prevention and safety practices; principles and practices of general business management; modern office methods and equipment; facility and vehicle fleet management; purchasing principles and practices; laws, rules, and regulations governing administrative practices in the California state service.

 

Ability to: Reason logically; evaluate, develop, and implement new and revised methods and procedures; analyze data and present ideas and alternatives effectively; take appropriate and effective action when necessary; plan, organize, and direct the work of others; effectively contribute to the Department's affirmative action objectives; support and resonate management's position on collective bargaining issues; develop and maintain cooperative and harmonious working relationships; gain and maintain the confidence and cooperation of others; develop and effectively utilize all available resources; communicate effectively.
