Definition
This is the full journeyperson level. Under direction, conducts analyses and studies rate problems and economic factors affecting transportation businesses and related operations for the California Public Utilities Commission (CPUC); may act in a lead capacity; and to do other related work.
Typical Tasks
Prepares and presents studies of economic factors and the more difficult technical rate problems; examines witnesses in formal proceedings involving transportation businesses and related operations; performs field studies and gathers information from shippers, carriers and other parties for the development of staff recommendations in rate proceedings, policy studies, and economic studies looking to the establishment or revision of transportation rates; directs examinations and analyses of applications and tariff filings of transportation businesses and related operations and recommends their disposition; furnishes information to the public concerning problems of rate interpretation and application; develops exhibits showing the lawful rates and charges for presentation of evidence in enforcement proceedings before the Commission; prepares the rate tariff pages to be made part of rate orders of the Commission; and prepares correspondence and reports.
Minimum Qualifications
Either I
One year of experience in the California state service performing research and analytical duties at a level of responsibility equivalent to a Transportation Analyst, Range C. (Applicants who have completed six months of experience performing the duties as specified above will be admitted to the examination but they must satisfactorily complete one year of this experience before they can be eligible for appointment.)
Or II
Experience: Three years of responsible experience performing transportation work requiring an extensive knowledge of regulatory statutes affecting rates, rules and regulations; or transportation economics research; or the development, application and interpretation of transportation rates and tariffs. (Experience in the California state service applied toward this requirement must include at least one year at a level of responsibility equivalent to a Transportation Analyst, Range C.) and Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: Provisions of the Public Utilities Code and related acts with special reference to transportation rate provisions; transportation economics, rate structures, and classifications; operating problems in the transportation industry and factors affecting the establishment and revision of transportation rate structures; survey techniques and statistical theory and practice; leading opinions and orders of the Public Utilities Commission, Interstate Commerce Commission, other regulatory agencies and decisions of the courts relating to transportation; and procedures of conducting hearings before the CPUC and other regulatory agencies.
Ability to: Analyze difficult transportation rate cases, draw logical conclusions, and draft opinions and orders; make investigations and obtain factual data from the records of carriers; apply economic and statistical theory and techniques to complex regulatory problems; present evidence and testimony in rate cases before regulatory agencies or the courts; establish and maintain effective relations with shippers, carriers and the public; direct the work of assistants; communicate effectively; analyze situations accurately and adopt an effective course of action.
Additional Desirable Qualifications
Either:
1. Admission to practice before the Interstate Commerce Commission. or
2. Membership as a founder or certified member of the American Society of Transportation and Logistics, Inc. or
3. Possession of a valid certificate in the field of transportation issued by the State Personnel Board.
