Definition
Under direction, to supervise a group of mechanical estimators; to prepare the most difficult budget, preliminary, and final estimates of mechanical construction costs and quantity surveys; and to do other related work.
Typical Tasks
Plans, assigns, and reviews the work of a mechanical estimating group; trains staff, evaluates their performance and takes or recommends appropriate action; prepares from plans and specifications of major projects, complete quantity surveys of materials and labor required for all types of mechanical construction work, including heating, ventilating, air conditioning, refrigeration, plumbing, sanitary, water, water purification and drainage systems, and steam generating plants on contract or direct construction projects; prices materials and labor, and sets up estimates of the cost of mechanical systems work; prepares unit and total cost analyses of completed jobs; checks and negotiates cost of changes submitted by contractors; prepares, from small scale sketches, preliminary estimates of cost; occasionally makes valuation appraisals of existing mechanical installations; prepares correspondence and reports.
Minimum Qualifications
Either I
Two years of experience performing the duties of a Mechanical Estimator II in the California state service.
Or II
Experience: Three years of experience in quantity estimating and pricing of major mechanical systems construction, comparable to that of a Mechanical Estimator II in the California state service. and
Education: Equivalent to graduation from college with major working mechanical engineering. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: Costs of labor and various materials entering into heating, ventilating, air conditioning, refrigeration, plumbing, sanitary, water, water purification and drainage systems, and steam generating plant construction; current prices of mechanical construction materials and current wage scales of the various mechanical and construction trades; fundamentals of mechanical systems; building and construction field; principles of super vision and ability to effectively supervise and train a staff; the department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to: Read and interpret plans and specifications, and make complete and accurate estimates of the material and labor costs and various other items entering into the cost of mechanical systems construction; detect errors and discrepancies in plans and specifications; make valuation appraisals of existing mechanical installations; prepare correspondence and reports; analyze situations accurately and adopt an effective course of action; effectively contribute to the department's affirmative action objectives.
