Definition
Under administrative direction, plans, organizes, and coordinates the statewide Facilities Maintenance and Capital Outlay Programs for the Department of Parks and Recreation, including the financial planning and coordination of funding mechanisms, and the construction, restoration, alteration, and repair of park buildings, facilities, and other structures.
Typical Tasks
Chairs the Multi-Year Capital Outlay Program; advises the Director and other members of top management regarding departmental construction policies and procedures; works with design professionals and project managers to develop construction project contracts and methods of project management; represents the Department in contract negotiations for construction services; oversees construction program budgets to ensure adherence; develops and monitors program and project schedules; applies knowledge of construction management practices to minimize construction project delays; advises the Director on the financing of capital outlay programs and projects including the sale and distribution of bonds, governmental grants, and private investments; serves as the departmental liaison with the State Treasurer's Office, Department of Finance, Office of the Legislative Analyst, Office of the State Architect, Office of Real Estate Services, and the Office of Project Development and Management; represents the Department before the Public Works Board, the Legislature, and in public hearings; and prepares reports and makes recommendations on a wide range of construction programs, policies, and related fiscal and financing issues.
Minimum Qualifications
Possession of a valid certificate of registration as an Architect issued by the California State Board of Architectural Examiners or a valid certificate of registration as an Engineer issued by the California State Board for Professional Engineers and Land Surveyors. and Experience: Broad, extensive (more than five years) experience in planning, financing, architectural design, program development, and management of major construction programs and projects, at least three years of which shall have been in an administrative capacity in charge of large projects involving the construction of several major buildings and facilities. and Education: Equivalent to graduation from an accredited college or university with a major in Architecture or Engineering (civil, mechanical, or electrical) or Construction Management with a minimum of 60 semester or 90 quarter units in these curricula. (Additional qualifying experience may be substituted for up to two years of the nonspecialized education on the basis of two years of qualifying experience being equal to one academic year of education.)
Knowledge and Abilities
Knowledge of: Planning, designing, and managing construction projects; modern construction methods and processes; preparing, negotiating, and administering large construction contracts; principles and practices of policy formulation, program development, and evaluation techniques; building, fire, safety, health, and environmental codes and energy conservation principles; construction law and precedent; methods used in the sale of bonds; financial planning and investments; the Department's Affirmative Action Program objectives and a manager's role in meeting those objectives.
Ability to: Manage multiple large scale construction programs and projects; evaluate facilities and construction programs and make recommendations; interpret contract drawings and specifications in terms of State and contractor responsibilities; develop acceptable alternatives to construction problems; make sound program, financing, and contract decisions; develop and maintain the respect of and cooperative relations with other managers, representatives of other agencies, and legislative and public bodies; coordinate the work of a large and diversely located staff; communicate effectively; effectively contribute to meeting the Department's affirmative action objectives.
