Definition
Under general direction, to develop, recommend and negotiate the adoption of safety standards and procedures for rapid transit computer control systems; to make complex studies of control functions for these systems; may supervise a staff engaged in the computer control systems area; and do other related work.
Typical Tasks
Plans and executes activities relating to the programming and control of rapid transit systems; assists the Manager, Rapid Transit Systems Section, Public Utilities Commission, in planning, organizing, and directing the work of the Section; makes evaluations of computerized control systems; reviews the development of computer programs for these systems; evaluates adequacy of existing systems and makes appropriate recommendations for change; advises the Manager and the Commission on engineering/computer systems-related matters; studies and makes recommendations for improved programming, operations and control systems; performs specialized studies involving reliability and fail-safe operations; analyzes flow charts; develops specialized and sophisticated programming models to test ongoing and projected rapid transit system operations; testifies before the Commission, rapid transit system boards and other groups; prepares reports.
Minimum Qualifications
Experience: Five years of computer and engineering experience including experience with sophisticated automatic control systems and reliability engineering of major servo-mechanical systems. At least two years of this experience must have involved engineering/programming of train control computer systems. and
Education: Graduation from college in engineering and/or computer sciences. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: Computer control systems and train propulsion programs; languages and structures of computer programming appropriate to train control systems; high reliability programming/hardware techniques; computer failure analysis methodology applicable to train control reliability and evaluation studies; the California Public Utilities Commission and applicable Federal, State, and local laws and regulations related to rapid transit safety; engineering principles and methods appropriate to train control systems.
Ability to: Plan and perform specialized computational analyses of computer and mechanical control systems; perform complex studies of system safety reliability procedures; analyze system flow charts to check programs and test results for accuracy and applicability; supervise the work of others; verify compliance with required changes; prepare effective written reports.
Additional Desirable Qualification
Possession of a valid certificate of registration as a professional engineer issued by the California State Board of Registration for Professional Engineers.
