Definition
Under direction, to have charge of the quality control and inspection activities for electrical material on major electric generating and pumping plant projects, or to have departmentwide charge of similar activities at the vendors' plants during manufacturing, fabrication, and assembly; and to do other related work.
Typical Tasks
At the project site, is the chief electrical installation inspector on a major hydroelectric or pumping plant such as the Oroville Power Plant or the Delta Pumping Plant, supervises the inspection of incoming shipments of electrical material for quality, completeness, damage, and conformance with plans and specifications and arranges for corrective work as necessary; checks contractor's handling and storage of items; inspects the installation, participates in acceptance tests, and prepares field reports on installed equipment. In the Construction Branch Headquarters, supervises inspectors making at-the-plant inspections during fabrication, manufacture or assembly of various electrical material for quality, completeness, and conformance with plans and specifications; coordinates with chief inspector at project site as necessary. Typical electrical material includes generators, control boards, substations, conduit and light systems, transformers, circuit breakers, motors and electrical components of air conditioning and ventilating systems, oil and water handling systems, cranes, hoists, electrical conductors, switchyard equipment, and instrumentation systems.
Minimum Qualifications
Either I
Two years of experience performing the duties of an Electrical Construction Supervisor I in the California state service.
Or II
Broad and extensive (more than five years) experience in the quality control or inspection of the manufacturing, fabrication, assembly or installation and testing of electrical components for electric generating plants or other pumping plant structures, two years of which shall have included responsibility for installation, start-up testing, and initial operation of electrical equipment for electric generating plants of other pumping plant structures. (Completion of a college level curriculum with major work in engineering may be substituted for two years of the nonspecialized experience.)
Knowledge and Abilities
Knowledge of: Practical application of the methods, procedures, material and equipment, and accepted safety practices used in the fabrication, manufacture, assembly and installation, and testing of electrical material for electric generating and pumping plants, and other related structures; principles of effective supervision; the department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to: Read and write English at a level required for successful job performance; plan, organize and direct a group of inspectors; analyze and interpret plans and specifications and make difficult technical inspections of electrical material for electric generating and pumping plants for conformance with specifications and to identify and make recommendations as to necessary changes; supervise the installation, start-up and testing operation of large electrical components of electric generating and pumping plants; work effectively with other resident inspectors and contractor's representatives; analyze situations accurately and take effective action; effectively contribute to the department's affirmative action objectives.
Additional Desirable Qualification
Education equivalent to completion of the twelfth grade.
