Definition
Under general direction in an assigned area to plan, organize, and direct the onsite construction team engaged in contract administration and construction inspection of prison structures and related works, and to do other related work.
Typical Tasks
As assigned, has responsibility for a defined geographical region (such as San Diego or Avenal) to ensure that prisons and related facilities are constructed in accordance with contract plans and specifications; is responsible for supervising the onsite construction team engaged in contract administration and construction inspection of prisons including site development, housing units, utilities, and other related structures; approves change orders and variances to plans and specifications which include security and safety regulations, approves progress payments, authorizes acceleration of work, negotiates and recommends decisions on potential claims, and approves contractor's construction schedules. Acts for the Principal Construction Engineer in his/her absence; represents the Department of Corrections in conferences with con tractors, consultants, private engineering firms, and governmental agencies regarding construction projects; prepares reports.
Minimum Qualifications
Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers. (Applicants who are not registered civil engineers will be admitted to the examination, but they must secure the certificate of registration before they will be considered eligible for appointment.) and Experience: Broad and extensive (more than five years) engineering experience related to construction of major projects, two years of which shall have been as a construction supervisor at a level comparable in responsibility to that of a senior engineer in the California State service. and
Education: Equivalent to graduation from college with major work in engineering. (Additional responsible experience in construction engineering may be substituted for the required college education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: Principles and practices of engineering as related to the construction of major projects; theory and principles of construction and contract administration for all types of major structures and appurtenant works; methods, materials, equipment, and accepted safety practices used in constructing buildings and other major structures; laws and regulations pertaining to contracting procedures for construction projects in California; principles and techniques of personnel management and supervision; structural geology and solid conditions affecting the adequacy of foundations.
Ability to: Plan, organize, coordinate, and direct the work of a construction staff; review plans and specifications of proposed major structures and suggest changes or modifications of such plans; analyze and report on construction problems giving sound conclusions and recommendations; speak effectively in public; prepare comprehensive reports and dictate correspondence; establish and maintain cooperative relations with those contacted in the course of the work; analyze situations and take effective action.
