Definition
Under the direction of the Supervising or Principal Structural Engineer in the Schoolhouse Section, to work with and supervise a small group of structural engineers engaged in doing the more difficult types of technical and supervisory structural engineering work involved in the design and in the examination in the field of major structures; and to do other work related work.
Distinguishing Characteristics
This class is used only during critical employment periods when the department work load is emergency in character, the work cannot be performed by the assigned staff, and it is necessary to employ additional help for evening, Saturday, Sunday, and holiday work. The employment is on an hourly basis and payment may be made only for actual hours of work performed.
Employment in this class may be supplemental to regular civil service employment. There is no assurance of permanent or continuous employment in this class. Workers in this class will be employed only on an intermittent basis, subject to the needs of the department. Status acquired in this class confers no rights of transfer of the worker to any other civil service class.
Typical Tasks
Instructs a small group of structural engineers in the procedures and methods required by the agency on the particular jobs being worked on; gives advice and assistance on the jobs; makes examinations of important public buildings to determine their ability to withstand earthquake, fire, or wind and to safely carry such loads as may be imposed; exercises general supervision of field construction work and supervises work in the office in connection with the checking of designs or in the preparation of drawings and specifications; visits work under construction to determine whether materials and workmanship comply with the plans and specifications as well as passing upon the adequacy of inspection provided for the job; gives consulting assistance to architects, structural engineers, and contractors, as well as school authorities with reference to approval or disapproval of the work and to interpret requirements set up by the State; checks designs, specifications, and drawings; investigates foundation conditions; prepares structural plans and specifications for buildings, bridges, reservoirs, and water supply and sewage disposal plants; prepares tentative designs of structures for budget estimates; makes reports of investigations.
Minimum Qualifications
Possession of a valid certificate to use the title of "Structural Engineer" under the statutes regulating the practice of civil engineering in California. and Permanent or probationary status in a Senior level engineering class in the California State Civil Service. and Experience: Five years of experience in structural engineering work involving the performance of increasingly complex duties, two years of which shall have been in charge of major structural engineering design, including extensive experience in the design of major buildings. and Education: Equivalent to graduation from college with major work in engineering. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: Stress analysis including the design of both statistically determinate and indeterminate structures; strength, use, and properties of the materials of building construction; standard specifications, loadings, and building codes applying to building and other engineering structures; principles of effective supervision.
Ability to: Inspect and judge the quality of structural engineering work in the office and field; analyze situations accurately and adopt an effective course of action; write clear and accurate reports and technical specifications; lay out work for others, direct them in their work and get them to work together effectively.
