Definition
Under administrative direction, plans, organizes and directs the activities of the department's flood operations and flood data exchange activities.
Typical Tasks
Plans, organizes and directs the work of a staff engaged in support activities for the department's flood operations and data exchange activities, including providing information on flood forecasts and conditions and flood warnings to local, State, and Federal agencies, the media and general public; declaring flood alerts or advising the director of need to declare flood emergency conditions; operating the Sacramento Weir Gates; maintaining liaison between the Department of Water Resources and the Office of Emergency Services regarding disaster preparedness programs; inspecting flood control facilities and designated floodways for compliance with Corps of Engineers and State Reclamation Board standards and practices; inspecting and reporting on the quantity and quality of levee maintenance performed by maintenance agencies of the Sacramento and San Joaquin Flood Control projects; maintaining a centralized hydrologic information center to collect, exchange and disseminate real-time water management data; conducting flood fight training, and performing other related duties.
Minimum Qualifications
Either I
Two years performing the duties of a Construction Management Supervisor, Construction Supervisor II, Water Resources or Senior Engineer, Water Resources.
Or II
Five years of experience in flood control planning, management, maintenance, and operation, three years of which must have been in a class comparable in level of responsibility to that of a Senior Engineer, Water Resources, in the California State service.
Knowledge and Abilities
Knowledge of: Operation and maintenance of the Sacramento-San Joaquin Flood Control Project, including flood forecasting; levee maintenance practices, procedures, methods, materials, and equipment used in major emergency construction projects; development of real- time telemetered hydrologic data networks for flood control and flood operations activities, and the laws relating to the California Emergency Services Act and Natural Disaster Assistance Act; flood warning/alert systems in various regions of the State; the department's Affirmative Action Program objectives, a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.
Ability to: Plan, organize, and direct the work of a professional staff; analyze situations accurately and take appropriate action; work under stressful conditions and make decisions; establish and maintain cooperative relations with those contacted in the course of the work; effectively present ideas both orally and in writing; deal effectively with news media, general public, and Federal, State and local officials; effectively contribute to the department's affirmative action objectives.
