Definition
Under general direction, to plan and coordinate and provide technical direction to various meteorological studies in the State Department of Water Resources relating to developing the California Water Plan and in designing and operating water resource projects; and to do other related work.
Typical Tasks
Represents the Department of Water Resources in coordinating the meteorological activities of the Department with those throughout the Nation conducted by universities, private organizations, and State and Federal agencies, such as the National Science Foundation, and the Departments of Commerce, Interior and Agriculture, and the American Meteorological Society; plans and coordinates the Department's activities in weather modification studies; analyzes and evaluates weather modification operations in California with respect to their effect on water supply; advises the Department of Water Resources on developments in the fields of meteorology and climatology and represents California's interests in the meteorological aspects of water resources; coordinates collection of data on wind, temperature, radiation, humidity, and evaporation for consumptive use studies; studies the relation of climatic factors, such as cloudiness, to the utilization of solar energy for conversion of seawater; studies the feasibility of various uses of electric analog systems or digital computers for analyses of meteorological data, coordinates the evaluation of climatological data obtained from various sources; advises engineers regarding meteorological conditions affecting design of hydraulic structures; plans and coordinates meteorological studies for refinement of forecasting techniques in connection with water supply and flood forecasting; devises methods and formats for isohyetal maps, and other meteorological and climatological charts and diagrams, rainfall intensity duration studies, and similar projects; recommends theoretical and experimental research projects of value in relating meteorological phenomena to California's water problems; reviews current technical literature and keeps abreast of significant developments in meteorological techniques and theories; prepares technical reports and correspondence.
Minimum Qualifications
Either I
One year of experience performing the duties of an Associate Meteorologist in the California state service.
Or II
Experience: Four years of increasingly responsible experience in professional meteorological work including one year of independent responsibility for complex meteorological or climatological investigations. (A Master's Degree in Meteorology or Hydrology may be substituted for one year of the required nonspecialized experience, while a doctor's degree in one of these areas may be substituted for two years.) and
Education: Equivalent to graduation from college with major work in mathematics or the physical sciences and including at least 20 units of classroom and laboratory work in synoptic and dynamic meteorology. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: General meteorology including surface and upper air analyses, precipitation forecasting principles and techniques and their application to the fields of hydrology; standard meteorological equipment and methods of applying them to meteorological studies; fundamental principles of physics, mathematics, and statistics.
Ability to: Apply meteorological and climatological methods and procedures to engineering and statistical studies; plan and coordinate technical investigations or research and development studies of related meteorological and hydrological problems, and direct others in this work; prepare and analyze meteorological maps and reports; speak effectively and prepare reports and correspondence; analyze situations accurately and adopt an effective course of action.
