Definition

Under general direction, to plan, organize, and provide direction to the Compensatory Education Program of a major institutional department; to provide liaison between Federal, State, and local agencies in the administrative integration of the department and compensatory education programs; to assist staff responsible for compensatory education projects in assessing the educational needs of disadvantaged pupils and in developing and evaluating programs designed to meet these needs; and to do other related work.

Typical Tasks

Provides direction to the total Compensatory Education Program of a major institutional department of the State of California; provides consultative and coordinative services to departmental institutions and facilities having educational programs in planning, developing, implementing, and evaluating compensatory education programs and projects; assures integration of these programs with the total rehabilitation program; assists in developing curriculum and guidelines pertaining to the submission of project applications; assists facilities in identifying educationally deprived children and in describing their special educational needs; reviews and evaluates specific project proposals and curricula and instructional programs in compensatory education; assists in the development and initiation of instructional pilot projects; assists in the coordination of ad hoc committees responsible for modifying and enriching curriculum and for developing teaching techniques for effective instruction of disadvantaged students; develops procedures to assure coordination and continuous communication between Federal, State and local agencies; reviews and evaluates aspects of compensatory education project proposals for proper compliance with Federal and State statutes, rules and regulations; assists in developing, collecting, and disseminating informational and instructional materials relative to compensatory education; conducts and participates in conferences and workshops, committees, and study groups for in-service education and related purposes; prepares reports, dictates correspondence, and does other related work.

Minimum Qualifications

Possession of a valid California standard administration or supervisory credential or a credential of equivalent authorization. (Applicants who do not possess the required credential will be admitted to the examination but must possess the appropriate credential before appointment.) and Either I One year of experience performing duties of a Supervisor of Correctional Education Programs or two years of experience in California state service perform1ng the duties of a Supervisor of Academic Instruction or Supervisor of Vocational Instruction.

Two years of teaching or pupil personnel experience and two years of experience as a supervisor or an administrator in a school system.

Knowledge and Abilities

Knowledge of: Principles, practices, and trends in public education, including instructional methods, curriculum development, and pupil personnel services; principles of mental hygiene; educational testing and educational and vocational guidance; psychological and sociological factors relating to culturally disadvantaged children; principles of effective supervision; budget preparation and the purchasing of supplies and equipment; provisions of Federal and State legislation and administrative regulations and policies relating to compensatory education and to instruction and administration of public education; research terminology and techniques; organization of the California educational system; department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Apply creativity in the planning, development and implementation of a compensatory education program of a major institutional department; conduct conferences, workshops, and teacher institutes; work cooperatively with school officials, representatives of civic groups, State officials, and others; communicate effectively with individuals of various ethnic backgrounds; speak and write effectively; analyze situations accurately and take effective action; effectively contribute to the department's affirmative action objectives.
