Definition
Under general direction of the Executive Director of the Wildlife Conservation Board or the Executive Director of the Fish and Game Commission, assists in the evaluation, development and analysis of special issues and projects relating to the Board or the Commission; assists in the supervision of staff; and performs other related work.
Typical Tasks
Assists in the coordination of programs and projects of the Board or the Commission with those of the Department of Fish and Game and other agencies; serves as liaison between the Board or the Commission and the Department on matters common to the programs of the Board or Commission; investigates and collects data, evaluates information and makes recommendations on subjects of special interest or concern to the Board or Commission; prepares documents and reports on studies and projects relating to the activities of the Board or the Commission; acts as consultant for special committees; attends meetings of the Board or the Commission and assists the Executive Director in handling administrative and executive matters; assists in the development and implementation of program policies; acts for and represents the Executive Director in his/her absence.
Minimum Qualifications
Either I
One year of experience in the California state service performing the duties of a class comparable in level of responsibility to a Senior Biologist (Specialist) or (Supervisor), (Various).
Or II
Four years of experience in the California state service performing the duties of a class comparable in level of responsibility equivalent to an Associate Biologist (Various).
Or III
Experience: Four years of progressively responsible fish and wildlife conservation research or management experience. At least two years of this experience must have been at a level equivalent to that of a Senior Biologist (Specialist) or (Supervisor) (Various) in the California state service involving responsibility for planning, organizing, and implementing a major fish and wildlife management program. (Possession of a Master's Degree in Fish and Wildlife Conservation or a related field may be substituted for two years of the required general experience.) and Education: Equivalent to graduation from college with specialization in fish and wildlife conservation or a closely related field. (Additional qualifying experience may be substituted for four years of the required education on a year-for-year basis.)
Knowledge and Abilities
Knowledge of: Principles and practices of land, water, fish and wildlife conservation and management; Fish and Game regulations and policies; California Environmental Quality Act (CEQA), California Endangered Species Act (CESA), and Administrative Procedures Act (APA) requirements; purpose, organization and activities of the Wildlife Conservation Board, Fish and Game Commission, and the Department of Fish and Game; current statewide natural resource issues; the regulatory process; the legislative process; effective supervision and personnel management; principles of collective bargaining and the State Employer-Employee Relations Act.
Ability to: Gather and evaluate data; and make sound recommendations; analyze situations accurately and take appropriate course of action; establish and maintain professional and cooperative relationships with representatives of public and private agencies, organized sportsmen groups, and the public; communicate effectively.
