Layoff Information for Employees

This is a difficult time and the following is a summary how the layoff may impact you. It is important to work with your personnel office as you go through the process and for questions you may encounter. Your department may be going into a layoff for the following reasons:

 

  • Budget cuts

  • Reorganization

  • Lack of work

  • Employees that have mandatory right of return

  • Misallocation corrections

  • Time base changes

 

Benefits that give you priority in looking for another state job

Once the layoff department identifies the area/location of layoff, then the department identifies which positions will be impacted by layoff in that area. The department then looks at the each employee’s state service months for that impacted classification, which determines your seniority score. Your score is based on total state service. Your department will give you 30 days to appeal your seniority score once you receive your preliminary score notice. If you have military or exempt service, this would be the time to add additional service to your score. If you are impacted, you will receive forms to complete.

 

Your department will put you on State Restriction of Appointment (SROA) and/or Surplus for at least 120 days. This gives you an opportunity to look for another job in your current classification. The surplus notice gives you an opportunity to apply for jobs in other classifications where you meet the minimum qualifications.

 

Another benefit an employee can receive is reemployment. Reemployment is used to help terminated or demoted employees return to their former classification after the layoff.

Key facts to know when going through layoff

  • Talk to your personnel office and your union representative regarding questions you have throughout the layoff process.
  • You will be placed on SROA/Surplus for at least 120 days, while you are looking for another job. Once you have found a job, you will be removed off SROA/Surplus.
  • Review your options from your personnel office and make sure to ask questions.
  • Respond promptly to all paperwork you receive from your personnel office during the layoff process.
  • You will receive a 30 day notice of layoff before the effective date of the layoff.
  • If you are demoted or laid off you will receive reemployment back to your former classification.
