Updated Proposed Amendments to Multiple CalHR Regulations - Biweekly Payroll Cycle
As previously noticed, CalHR filed proposed and amended regulations with the Office of Administrative Law on August 16, 2024. View the
Notice of Proposed Action,
Initial Statement of Reasons, and
initial proposed and
final language to the California Code of Regulations online. The proposed and revised regulations are intended to govern State payroll practices with the future-state biweekly uniform payroll cycle, while retaining the required framework for departments remaining on the monthly payroll schedule throughout the transition.
This notice serves to communicate that the initial public comment period and public hearing completed on October 30, 2024. Based on comments received, the Department has made appropriate updates and published the updated proposed and final language to the California Code of Regulations online for an additional 15-day public comment period.
Any interested person, or his or her authorized representative, may submit written comments. Comments may also be submitted by facsimile (FAX) at 916-327-1885 or by e-mail to
csps.project@calhr.ca.gov. The written comment period closes at
5:00 PM PST on
December 9, 2024. CalHR will only consider comments received by that time. You may also submit comments to the following address:

Proposed Amendments to Multiple CalHR Regulations - Biweekly Payroll Cycle - Public Comment Period Hearing
NOTICE IS HEREBY GIVEN that the Department of Human Resources (CalHR) will be hosting a public comment hearing in Sacramento, California, regarding the Proposed Amendments to Multiple CalHR Regulations regarding the California State Payroll System's Biweekly Payroll Cycle, the Office of Administrative Law Notice File Number Z2024-0801-02.
Pursuant to California Government Code, section 11346.8, the CalHR is hosting a hearing following the initial public comment period that concluded on October 1, 2024, to allow interested parties to submit their commentary. Please note: the Department will not be providing responses to comments during the hearing but will take all comments provided under consideration in finalizing the proposed regulations. An additional 15-day notice period will commence following the release of any amendments to the proposed regulations. Notice of any additional amendments will be posted to CalHR's website.
The proceedings of this hearing will be recorded, transcribed, and are a part of the public record. Persons with disabilities may request special accommodations at this meeting or may request the accommodation necessary to receive agendas or materials the Department of Human Resources. OAL Approved and Secretary of State Endorsed CalHR Excluded Employee Regulation Amendments to Article 2 - Traveling Expenses
CalHR filed amended regulations with the Secretary of State regarding Traveling Expenses for Excluded Employees. View the proposed and final language of California Code of Regulations within Article 2 – Traveling Expenses online. These regulations impact Managerial, Supervisory, Confidential, and Excluded employees. In addition, consistent with the negotiated travel sections in the Memorandums of Understanding, the following travel regulations for excluded employees will also become applicable to rank-and-file employees beginning October 1, 2024:

- Section 599.616.1 – Definitions – Excluded Employees
- Section 599.619 – Reimbursement for Lodging, Meal and Incident Expenses – Excluded Employees
- Section 599.623 – Miscellaneous Meal Expenses – Excluded Employees
- Section 599.624.1 – Contracting for Lodging and/or Meal Expenses – Excluded Employees
- Section 599.625.1 – Receipts – Excluded Employees
- Section 599.627.1 – Special Transportation – Excluded Employees
- Section 599.628.1 – Transportation by Aircraft – Excluded Employees
- Section 599.629.1 – Railroad Transportation – Excluded Employees
- Section 599.633.1 – Travel Reimbursements While on Sick Leave, Vacation, Other Paid Leave, or Compensating Time Off (CTO) – Excluded Employees

CalHR has filed a package of proposed and amended regulations with the Office of Administrative Law. View the Notice of Proposed Action, Initial Statement of Reasons, and proposed language of California Code of Regulations. The proposed and revised regulations are intended to provide governance to state payroll practices with the establishment of the future biweekly uniform payroll cycle, while retaining the required framework for departments who remain on the monthly payroll schedule throughout the transition.
Any interested person, or his or her authorized representative, may submit written comments. Comments may also be submitted by facsimile (FAX) at 916–327–1885 or by e-mail to csps.project@calhr.ca.gov. The written comment period closes at 12:00 a.m. on October 1, 2024. CalHR will only consider comments received by that time. You may also submit comments to the following address:
