10-15-2012: Small Cap Value (actively managed) Investments for Savings Plus – RFP Release

CalHR released a Request for Proposal (RFP  700-12-02) seeking bids for small capitalization (actively managed) investments. The investments awarded through this RFP process will be used to replace the current small capitalization value investments for Savings Plus, the State of California’s $8.3 billion defined contribution plan.

ABOUT THIS RFP

CalHR will consider institutionally managed investment vehicles including separately managed accounts, commingled trust funds, low cost retail mutual funds, and institutional mutual funds that can operate in a daily-valued recordkeeping environment.
 
Savings Plus currently offers its participants nineteen investment choices, which includes a brokerage account.  Investment portfolio strategies are offered through seventeen separate accounts, six commingled trust funds, five mutual funds, one variable annuity, and three bank depository accounts.
 
CalHR intends that the successful firms will enter into an individual Agreement with CalHR for a five-year period beginning April 1, 2013, with the option to extend the Agreement for up to two additional one-year periods.
 
The deadline to respond to this RFP is November 13, 2012, at 4:00 p.m. (PT).

05-18-2012: DPA Proposes Regulations on Corrective Contributions and Lost Earnings

The Department of Administration's Savings Plus Program has proposed action on regulations as described in the following documents. This rulemaking action clarifies and makes specific the appropriate method for correcting processing errors that result in underfunding of DPA-administered retirement savings accounts. The Office of Administrative Law entered the proposal into the California Regulatory Notice Register as of May 18, 2012 (Register 2012, No. 20-Z).

Savings Plus currently offers its participants nineteen investment choices, plus a brokerage account. Investment portfolio strategies are offered through seventeen separate accounts, six commingled trust funds, five mutual funds, one variable annuity, and three bank depository accounts.

 

DPA intends that the successful firms will enter into an individual Agreement with DPA for a five-year period beginning September 1, 2012, with the option to extend the Agreement for up to two additional one-year periods.

 

We plan to release this RFP on or about February 27, 2012.

01-19-2012: Public meetings to release initial bargaining proposals

The Department of Personnel Administration has scheduled the public meetings* listed below in preparation for upcoming negotiations on new labor agreements.

 

These meetings provide an opportunity for the public to receive copies of the initial bargaining proposals and counterproposals from the Administration and the state employee unions, and to comment on those proposals and counterproposals.

 

If it becomes necessary to schedule additional meetings, we'll post the new dates on this page and issue an announcement that it has been updated.

 

Meeting Schedule

The following public meetings start at 1 PM in Conference Room A/B at the Department of Personnel Administration, 1515 S Street, North Building, Suite 400, Sacramento, California 95811-7258 (get a map to DPA).

 

 

Any proposals or counterproposals presented that day will be posted within one day of the meeting, with links from this page. If no proposals or counterproposals are presented, we'll indicate under the meeting date that "no initial bargaining proposals presented or received."
