Bryan Baldwin is currently the Personnel Officer for the California Department of Justice (DOJ). Mr. Baldwin joined the state in 2000 and has experience with a wide range of HR disciplines in both the public and private sectors. In addition to DOJ, Mr. Baldwin has worked at the Washington Department of Personnel and the California State Personnel Board. He has a Master’s degree in Organizational Behavior, is a current board member of the Personnel Testing Council of Northern California, and has previously served on the Board of Directors for the International Personnel Assessment Council.
Jeff Douglas currently serves as Chief of the Workforce Development and Special Projects Division at the California Department of Human Resources. Mr. Douglas has over 25 years of experience in the public sector working in management and as an internal consultant with subject matter expertise in a wide variety of organization development and talent management topics. Jeff has served as President of the Sacramento Area Organization Development Network and Chair of the California Network of Learning Professionals Board. Jeff holds a B.S. degree in Business, Accounting from California State University Fresno and he is a retired Major from the California Air National Guard.
Tina Campbell was appointed Chief, Human Resource Services Division with the Employment Development Department (EDD) in August 2010. In her 24 years of state service, Ms. Campbell has gained experience in multiple disciplines, in addition to human resources, which include organizational performance management; strategic planning; budget management; contracts; procurement, and public affairs and outreach. Prior to her appointment with the EDD, she served as the Chief, Executive Appointments and Administration for the California Department of Corrections and Rehabilitation (CDCR) and oversaw the recruitment, selection, and appointments of CDCR’s executive management (exempt appointments and Career Executive Assignments) and the Human Resources budget, organizational performance management, and strategic plan.
Ramona Luna-Barkey currently manages the Personnel Management Unit at the Franchise Tax Board and serves as the Human Resources subject matter expert. Prior to her appointment as an Administrator II, Ms. Luna-Barkey acted as the Assistant Manager in the Personnel Management Unit for over four years as an Administrator I. Previous to joining FTB, she served in several human resource classifications at the former Department of Mental Health from February 1987 to March 2010, where she held positions including Staff Services Manager I (Supervisor) and Personnel Supervisor I in Human Resources.
Richard Gillihan is the Director of the California Department of Human Resources (CalHR). He was appointed to the post by Governor Edmund G. Brown Jr. in October 2014. CalHR was created on July 1, 2012 by Governor Brown’s Reorganization Plan Number 1 of 2011. The plan consolidated the State of California’s Department of Personnel Administration with certain programs of the State Personnel Board. CalHR is responsible for all issues related to labor relations and collective bargaining; employee salaries and benefits; job classifications, civil rights, training, exams, recruitment and retention.
